The Senior IT Business Analyst's role is to gather the requirements to plan, design, develop, and launch efficient business, financial, and operations systems in support of core organizational functions and business processes. This includes, but is not limited to, gathering and analyzing data in support of business cases, proposed projects, and systems requirements. The Senior IT Business Analyst is also responsible for documenting findings, complete with probable causes and possible solutions to systems issues. This position is also involved with strategic business/technology analysis. This individual will apply proven communication, analytical, and problem-solving skills to help maximize the benefit of IT system investments.
Additionally, this person is the subject matter expert (SME) for the end user financial software, and, as such, regularly interacts with end users, vendors and other IT staff -- mostly by phone, videoconference, email or instant messaging.
Lastly, this position will be part of the County's internal ERP support team and should have experience with the Finance side (GL, AP, AR) of an ERP system and have had previous experience setting up user and role security within the software.

Minimum Qualifications
Bachelor's Degree in the field of business administration, computer science, accounting, finance or management information systems AND 6 years of IT Business Systems Analysis work experience.
**Candidates with an equivalent combination of education and experience to total 10 years may also qualify.
ABOVE WORK EXPERIENCE MUST INCLUDE THE FOLLOWING:
• 3 years' experience with Oracle database
• 3 years' experience with Oracle SQL Developer
• 5 years' experience gathering requirements, process and data modeling, writing system specifications, test planning, assisting with project plans, and executing and monitoring tasks.
PREFERRED QUALIFICATIONS BEYOND MINIMUM REQUIRED:
• Business Analysts Certificate Program (CBAP - Level 3 or CCBA - Level 2) or Project Management Institute Professional in Business Analysis (PMI-PBA) certification.
• Microsoft SQL Server Reporting Services (SSRS) 2008 or higher; Crystal Reports, Oracle Report Writer
• Microsoft Project 2010 or higher
• SQL Services Management Studio (SSMS)
• SQL Services Integration Services (SSIS)
• SplashBI
Duties & Responsibilities
Strategy & Planning:
These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.
1. Provide input into strategic capability vision and a multi-year business capability roadmap for enterprise applications.
2. Participate in the creation of business/technology visions that promote operational change.
3. Participate in the creation of, and present technology recommendations to, business and technology leadership.
4. Meet with decision makers, systems owners, and end users to define business, financial, and operations requirements and systems goals, and identify and resolve systems issues.
5. Identify and establish scope and parameters of systems analysis in order to provide input to the project plan that will define outcome criteria and measure-taking actions.
6. Lead design sessions in prototyping new systems for the purpose of enhancing business processes, operations, and information process flow.
7. Review and analyze the effectiveness and efficiency of existing systems and develop strategies for improving or further leveraging these systems.
Acquisition & Deployment:
8. Participate fully in the planning, design, development, and deployment of new applications and enhancements to existing applications.
9. Conduct research on software and hardware products to justify recommendations and to support purchasing efforts.
Operational Management:
10. Help develop the project plan to define scope, work breakdown, and task assignments.
11. Create system design proposals and specifications from the design and prototyping sessions with IT staff and the business stakeholders.
12. Create data models, workflow models, report specifications, and use cases to provide direction to application developers.
13. Extract, transform, and load data from multiple relational databases for use in report software, data conversions, and system integrations.
14. Ensure compatibility and interoperability of in-house computing systems.
15. Lead business process/workflow analysis and fit/gap analysis.
16. Create and coordinate execution of test plans/and or test scripts to ensure the accuracy, integrity, and usability of applications.
17. Coordinate and perform in-depth tests, including end-user reviews, for modified and new systems, and other post-implementation support.
18. Research and recommend solutions to identify issues and problems; monitor status of open issues; collaborate with business, technical and vendor teams.
19. Provide orientation and training to end-users for modified and new systems.
20. Provide guidance and/or instruction to junior staff members.
21. Other duties as assigned.
ESSENTIAL JOB FUNCTIONS: Items 1-20 are essential to this position.
Knowledge, Skills & Abilities and Work Environment
• Proven experience in the analysis, design, and implementation of software and hardware solutions, systems, or products.
• Extensive knowledge in data modeling, workflow modeling, and use case development.
• Extensive practical knowledge of relational databases, such as Oracle and MS SQL.
• Extensive practical knowledge in importing data for use in report software, spreadsheets, graphs, and flow charts.
• Extensive experience with core software applications, such as Financial (ERP), Tax, Web, and EDMS.
• Working knowledge of Oracle Fusion Cloud Financials (ERP) and Human Capital Management (HCM)
• Working knowledge of programming languages, such as C#, Web, Windows .NET.
• Working knowledge of PC and server operating systems, including Windows OS.
• Proven experience in the analysis of databases, software, and standards, as well as data retrieval methodologies.
• Demonstrated project management skills.
• Hands-on experience developing test cases and test plans.
• Knowledge of applicable data privacy practices and laws.
