The Prince George's County Council is seeking qualified applicants to fill an IT Auditor position, grade G29, within its Audits and Investigations Division.
About the Position:
This is work of a managerial nature directing professional staff in the activities of a major functional area (finance/performance) of audit and investigative work. Work at this level is governed by broad policy and procedure and requires a mastery of the principles, techniques, practices and theory as related to the auditing profession. Assignments are given under managerial guidance with general instruction and objectives which are evaluated through conferences and reports. The Audit Manager is responsible for developing or assisting with the development of the annual audit plan, initiating survey work, developing audit guide, assigning, monitoring, reviewing and evaluating the work of subordinate Auditors. Auditors at this level also review policy and procedure and propose amendments to same.What You'll Do:
* Prepares audit guides for submission to and approval by the County Auditor.
* Identifies deficiencies and improvements needed in systems, procedures, operations, and IT solutions and/or processes through research, investigations, interviews, and analyses of transactions and documents.
* Identifies IT risks and conducts technically complex IT audits in accordance with generally accepted auditing standards and procedures.
* Plans, reviews, and directs the work of subordinates to ensure accuracy of information and compliance with Standards for the Professional Practice of Internal Auditing, internal control standards, and information system control standards.
* Prepares revisions to draft audit reports; prepares comments concerning the agency's response to audit report recommendations.
* Plans and supervises the work of professional audit staff engaged in developing audit information from the County's various information technology systems.
* Conducts programmatic reviews on sensitive issues requested by the County Council to include data collection, analysis and report preparation.
What You'll Need:
Minimum Qualifications:
Master's degree in accounting/business/public administration or a closely related field, plus four (4) years of professional experience with one (1) year in a supervisory capacity in auditing and/or accounting; or an equivalent combination of education and experience.
Must possess a Certified Information Systems Auditor (CISA) certification.
EACH APPLICANT MUST INCLUDE INFORMATION THAT DEMONSTRATES THE ABOVE QUALIFICATIONS FOR THIS POSITION.
Preferred Qualifications:
* Certified Information System Security Professional (CISSP), Certified Internal Auditor (CIA), and/or Certified Public Accountant (CPA)
* Knowledge of various IT technologies and related risks
* Experience in IT Audit
* Experience with SAP Security and/or SAP GRC
* Expert verbal and written communication skills
* Proficient use of MS Office application

DURATION OF ELIGIBILITY: Candidates will be selected from a temporary register of eligible candidates, which will become effective approximately four (4) weeks after the closing date. Once a selection has been made, the register will expire.

  • Extensive knowledge of and the ability to apply modern principles and practices of engineering to which the position is assigned.
  • Extensive knowledge of the principles, policies, and practices of contract administration to prepare contract documents such as the scope of work and technical specifications, review and rate proposals, provide engineering support during negotiations, and oversee contractors' work.
  • Extensive knowledge of applicable codes, statutes, and regulations (Local, State, and or Federal) related to the assigned engineering field and pertinent functions.
  • Extensive knowledge of applicable and relevant computer engineering applications and models.
  • Ability to effectively collaborate with other departments, jurisdictions, and regulatory agencies to interpret requirements and discuss problems and challenges to achieve consensus.
  • Ability to supervise and independently conduct field investigations and inspections (as needed) in environments or conditions that present moderate discomforts and risks.
  • Ability to lead professionals and consultants in the execution of the agency's or department's mandate and goals.
  • Ability to demonstrate effective presentation experience to stakeholders and customers of all levels.
  • Ability to demonstrate engineering proposal writing and follow-through experience.
  • Ability to represent the respective department/agency at meetings, public forums, or venues designated by the department head.
