Job description

The Alaka`ina Foundation Family of Companies has a need for an Instructional Systems Specialist to support Program Manager Training Systems (PM TRASYS) out of Orlando, FL.
DESCRIPTION OF RESPONSIBILITES:

  • Prepare, draft, update, and review program Instructional Systems documents in support of the program's Integrated Master Plan (IMP). All Instructional Systems documentation shall be in accordance with OPNAVINST 1500.76D, MIL HDBK 29612 series, and NAVMC 1553.1A. Instructional Systems documentation includes, but is not limited to the following items: Front End Analyses, Training System Requirements Analysis, Job Task Analysis, Learning and Media Analysis, Training Situation Analysis, Training Task Gap Analysis, Manpower, Personnel, & Training Plans, and Training Effectiveness Evaluation
  • Conduct technical research and analysis on specific topics directed by the Government, gather required information, and provide final products in the format of briefings, analytical reports, information papers, or spreadsheets. Technical manpower, personnel and training support, research and analysis shall be in accordance with DoDI 5000.61, DoDI 5000.02, DoDI 1322.26, OPNAVINST 1500.76d, SECNAVINST 5000.2G, SECNAVINST 5200.40, MCO 1200.13, MCO 5311.1E and other government policy and procedures as applicable. Final products shall be in accordance with the Government Printing Office Style Manual, SECNAV M-5216.5, and all other applicable DoD, DoN, and USMC regulations, order, directives, policies, and procedures. Contractor's performance and deliverables shall reflect research and writing expertise at the postgraduate level.
  • Participate and provide Instructional Systems support in task and training requirements analysis (to include planning and data collection events), pre-solicitation contract activities to include industry day and request for proposals, request for information, and sources sought notice development.
  • Prepare, update, and review applicable Instructional Systems related sections of SOWs, Performance Work Statements (PWSs), and CDRL.
  • Accurately and completely trace applicable Instructional Systems sections in the SOW and PWS with applicable Instructional Systems CDRLs. Initial submission of Instructional Systems applicable sections of SOW and/or PWS, and CDRLs shall demonstrate a level of completeness/accuracy resulting with no greater than 5 critical comments documented in Government comment resolution matrix (CRM). Final submission of Instructional Systems applicable sections of SOW and/or PWS, and CDRLs shall demonstrate a level of completeness/accuracy resulting with no greater than 3 substantive comments documented in Government CRM and shall be submitted within two (2) days of receiving Government comments on the contractor's initial completion of the task or deliverable.
  • Provide Instructional Systems support for the planning, coordination, administration, and execution, to support test and fielding activities including the development and review of test plans and procedures, collected test data, data analysis, test reports and training effectiveness evaluation plans. Final submission of plans, procedures, and reports shall demonstrate a level of completeness and accuracy resulting with no greater than 3 critical and 5 substantive comments documented in the Government CRM and shall be submitted within two (2) days of receiving Government comments on the contractor's initial completion of the task or deliverable.
  • Participate in program integrated product team meetings or working groups and Instructional Systems technical reviews as specified in the program Integrated Master Schedules (IMS)/ IMP or in Instructional Systems functional area meetings as directed by the Government.
  • Participate in program integrated product team meetings in accordance with the integrated product team or working group charter.
  • Review and comment on Instructional Systems- related CDRLs submitted to the Government in support of a program's contract.
  • Accurately and completely document comments on delivered CDRLs using a government provided CRM. For each comment provided, include a rationale for the comment and a recommendation to correct the discrepancy.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:
  • A bachelor's degree is required with at least 24 semester hours of course work in four (4) of the following:
    1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
    2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
    3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
    4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
    5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

REQUIRED SKILLS AND EXPERIENCE:
  • Strong background in training, engineering, and documentation is required.

DESIRED SKILLS AND EXPERIENCE:
  • Familiarity with Verification and Validation (V&V) Reports, Training Effectiveness Evaluation (TEE) Reports, System Accreditation letters, Front End Analysis (FEA) Reports, Training and Readiness (T&R) event list, all Manpower Personnel Training (MPT) related contract CDRLs and training materials/packages is preferred.
  • Technical writing expertise at the postgraduate level is preferred.
  • Experience supporting the Government in drafting Manpower Personnel Training Plans (MPTPs) is highly desired.
  • Experience developing Instructional Systems documentation in accordance with OPNAVINST 1500.76C, MIL HDBK 29612 series, and NAVMC 1553.1 is preferred.
  • Experience with Government Printing Office Style Manual, SECNAV M-5216.5, and other applicable DoD, DoN, and USMC regulations, order, directives, policies, and procedures is preferred.

  • Must be a US citizen.
  • Must have an active secret clearance.
