The Department of Corrections is recruiting to fill an Institution Complaint Examiner position. This position is based out of Racine Youthful Offender Correctional Facilities in Racine, WI.

Position Summary
The Institution Complaint Examiner (ICE) will independently conduct investigations and resolve Persons in Our Care (PIOC) complaints on institution rules, policies, practices, and individual staff actions from institution PIOCs. The ICE will also provide other investigative services for the Warden and his/her designee, other institutions by request, Department of Corrections, Division of Adult Institutions, and work with law enforcement agencies. The ICE will make recommendations to the Warden regarding disposition of the complaints and other investigations, initiate necessary action to implement the decision, and monitor until its completion. Other duties of the position include keeping files and records on all Investigations. Conduct orientation on the PIOC Complaint Review System (ICRS) for PIOCs and staff.
Salary Information
This position is in pay schedule/range (81-04) with an annual salary of $42,099-$77,584, plus excellent benefits. Pay on appointment for current state employees may vary according to the applicable pay transaction provisions of the State Compensation Plan, Wisconsin Administrative Code, and statutes. A twelve-month probationary period is required.
Job Details
Applicants must be legally authorized to work in the United States (i.e. a citizen or national of the U.S., a lawful permanent resident, or an alien authorized to work in the U.S. without DOC sponsorship) at the time of application.
The Department of Corrections may conduct pre-employment drug screens. Any applicant who is offered employment in a position which requires a pre-employment drug screen must pass the screen as a contingency of employment.
The Department of Corrections will conduct criminal background checks on applicants prior to selection. Upon hire, all new DOC employees are subject to fingerprinting.
Qualifications
Minimally qualified applicants will have experience: Interpreting, implementing, and monitoring investigative resolutions, corrective actions, policies and procedures to ensure compliance (e.g., from staff. managers, agencies. the general public, other appropriate parties) Interpreting laws, rules and organizational policies (e.g. to staff and others including the general public) Conducting and/or coordinating investigations utilizing investigatory techniques (e.g., interviewing techniques, handling and preserving evidence, record keeping, reports)
In addition to the above, well qualified applicants will have experience: Reviewing and analyzing investigative findings of cases (such as those involving complaints, criminal and/or other legal or policy matters) for accuracy, compliance, thoroughness, and appropriateness of recommended solutions for administrative action and resolution Preparing an investigation summary report and making recommendations based on results for administrative action and resolution
