Pay Range

$98,610 - $126,636 Annually at the TSS.1 level

$118,290 - $151,932 Annually at the TSS.2 level

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

The Office of Laboratory Infrastructure organization has an opening for an Infrastructure Portfolio Team Technical Analyst to provide portfolio management and project reporting for the indirect-funded institutional infrastructure budget, in support of planning and execution activities. You will be part of an interdisciplinary team focused on a portfolio of projects that maintain and enable LLNL's physical and operational infrastructure. This position is in the Director's Office working in the Office of Laboratory Infrastructure (OLI) organization and reports to the Institutional Investment Portfolio Manager.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at a higher level.

You will

  • Assist in the planning and prioritization for the Laboratory's site-wide indirect infrastructure investment processes by engaging stakeholder groups including the LLNL Operations of Community Practice (OCoP) consisting of Deputy Associate Directorate managers of operations and Operations & Business (O&B) maintenance managers in collaborative decision making.
  • Contribute to the management of a $50M to $60M annual portfolio of indirect-funded projects, providing integration for the project management, resource management, accounting, and subcontract management community to maximize flexibility in meeting financial targets.
  • Compile project information for metrics and analyze data using LLNL cost/project systems to meet critical monthly and annual deadlines and submit monthly cost data and reconciliation for NNSA cost/project system.
  • Prepare and monitor infrastructure project performance data and independently identify cost trends, schedule variance analysis and schedule impacts using statistical tools to analyze metrics, and report cost, schedule and milestone risks throughout the project's lifecycle
  • Develop infrastructure project metrics and track historic financial data.
  • Contribute to the development of new internal processes, tools, and procedures and partner with the Project Management Organization (PMO) on their work processes to improve indirect infrastructure investment project reporting and portfolio management.
  • Prepare, provide and monitor portfolio performance status reporting, issue identification and problem-solving, spend projection confirmation, and change request justification validation.
  • Follow NNSA Program Management Plan (PMP) guidelines for project submission and updates into the NNSA Generation 2 (G2) database.  Assist in submission of Future Years National Security Plan (FYNSP) annual programming data, new project submissions, and data validations.
  • Establish and enhance effective working relationships with LLNL customers, stakeholders and other organizations including OCoP members, PMO Project Managers, Project Controls Analysts, Financial Analysts, Contract Analysts, and O&B maintenance managers.
  • Prepare and assist in presentation of graphic presentations of portfolio performance at general and formal meetings. Develop innovative means to efficiently communicate current state, risks, and needs with internal and external stakeholders and customers.
  • Work with OLI, LLNL mission programs, and NNSA to develop infrastructure investment models, mission risk ratings and investment prioritizations that are integrated with the LLNL strategic portfolio to balance the facilities and Infrastructure Portfolio and analyze the state of real property at LLNL.
  • Perform other duties as assigned.

In addition, at the TSS.2 Level

  • Contribute on the Planning Integration and Project Execution (PIPE) database application development, workflow, user interface, and design testing.
  • Integrate indirect portfolio with LLNL strategic plans.
  • Assist Project Managers with formulating and developing metrics and track historic financial data and baseline change requests and work with Project Controls to assess and identify key operational system improvements or troubleshoot data extraction processes for quality information collected for project spend plans, milestone reporting and lifecycle budgets, and reporting monthly project costs.
  • Prepare and monitor performance data and independently develop complex monthly reports to identify cost trends, schedule variance analysis and schedule impacts using statistical tools to analyze metrics, and report cost, schedule and milestones, and to develop and implement recovery or corrective action plans.
  • Develop Excel VBA, Tableau, PowerBI, R, Python, and GIS linear and non-linear analysis models.  Provide specialist -level functional knowledge of database analytical software systems and database development.
  • Propose strategic infrastructure projects/activities for facilities such as balancing funding resources, sequencing pre-planning activities if necessary and integrating with LLNL infrastructure Site Development Plan and develop and package high-risk deferred maintenance projects for prioritization and decision-making, based on integrated input from stakeholder, prioritization tools, and strategic priorities.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in business administration, economics, systems analysis, mathematics or relevant discipline or equivalent combination of education and related experience.
  • Ability to apply basic and business approaches to technical problem-solving (plan, analyze, and execute).
  • Experience utilizing the Microsoft Office suite, including intermediate excel formulas and pivot tables, as well as the ability to learn new software.
  • Ability to work in a team environment.
  • Experience analyzing and applying problem solving to real property infrastructure issues.
  • Effective communication skills and the ability to present and communicate concepts and ideas.
  • Verbal and written communication and interpersonal skills to establish and maintain highly productive working relationships with a broad cross-section of facility managers, program areas, project managers, sub-contractors, engineering management, and administrative personnel tactfully and effectively.
  • Experience working effectively with limited supervision in an environment with changing deadlines, instructions, priorities, and frequent interruptions, and demonstrated ability to establish own work priorities and execute assignments, meeting time-sensitive deadlines and working on multiple tasks simultaneously.
  • Knowledge of financial accounting and/or project controls functions, including cost control and cost analysis, and planning and scheduling functions, including schedule development, control, and analysis.

Qualifications, at the TSS.2 Level

  • Proficient experience utilizing the Microsoft Office suite, including advanced excel formulas and VBA.
  • Experience developing new analytical model applications that can be applied to project, financial and real property infrastructure issues, and experience developing innovative solutions to technical problems that require in-depth analysis and frequent use of ingenuity and creativity.
  • Proficient verbal and written communication and interpersonal skills to collaborate effectively in a multidisciplinary team environment and present and explain technical information with peers, management, and customers/sponsors.
  • Proficient knowledge of financial accounting and/or project controls functions, including cost control and cost analysis, and planning and scheduling functions, including schedule development, control, and analysis.

Qualifications we desire

  • Project Management Professional (PMP) certification
  • Experience in LLNL and/or DOE/NNSA financial accounting and policies and procedures.
  • Experience working with Project Managers in a construction environment and the ability to interpret forecasts based on project progression.
  • Experience developing SQL scripts and working in databases.
