Job Description
Job Description: This position is a first-level manager of professional Information Technology positions within the Office of Michigan's Public Safety Communications System, IT & Network Operations Section. This manager will be the first line manager for the IT Operations Unit and will be responsible for carrying out management duties for their staff. The manager is responsible for providing direction and control of functions and activities in the work area including establishing priorities and allocating staff. The supervisory functions that this position manages include employee evaluation, counseling, selection, provision of technical and policy guidance and training of employees. This position will oversee multiple Information Technology systems and projects.
Responsibilities also include developing processes to ensure DTMB technology standards are implemented and maintained within the area. Serve as the technical escalation point for ongoing projects, participating in or leading project status meetings, reviewing project documentation, reporting progress of ongoing projects and system support to management, and facilitating conversations with other DTMB technical areas, Customers, and vendor personnel related to program areas.

Required:
  • Knowledge and/or experience in team or workgroup leadership principles
  • Knowledge and/or experience in with support and delivery of Public Safety Applications/Systems in a complex enterprise environment
  • Knowledge of project management principles
  • Knowledge of change control systems and practices

Highly Desirable:
  • Working knowledge of Networking Principles.
  • Working knowledge of Cybersecurity Standards.
  • Knowledge of supervisory and training techniques, employee policy, and procedure.

The office of Michigan's Public Safety Communications System (MPSCS) has a focused mission of providing statewide public safety communications for more than 2075 state, local, federal, tribal and private public safety agencies. Through our employees, MPSCS handles the second-largest trunked communication system in the world with 291 tower sites, 90 state and local public safety dispatch centers with 490 radio dispatch consoles and 82 Computer Aided Dispatch consoles, 117,716 radios and 7,046 fire pagers. The MPSCS Network Communication Center(NCC) monitors systems operations 24 hours a day to ensure the system is ready to assist Michigan's first responders.
The function of any public safety communications system is to assure the rapid response and cooperation of emergency personnel. The MPSCS achieves this through reliable, easy-to-use statewide coverage and advanced technology. The ability to share information on demand and in real time, whether it is voice or data, is critical to public safety in Michigan.
IT Signing Bonus Language
This position may be eligible for a sign-on bonus up to $3,500. Up to $1,750 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.

Required Education and Experience
Education
Possession of a bachelor's degree with not less than 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.
Experience
Three years of professional experience equivalent to an Information Technology Infrastructure, Programmer/Analyst or IT Project Coordinator P11 or one year equivalent to an Information Technology Infrastructure, Programmer/Analyst or IT Project Coordinator 12.
Alternate Education and Experience
Three years of experience as a computer programming supervisor or Information Technology
Supervisor may be substituted for the education and experience.
