The Sonoma County Information Systems Department (ISD) is seeking two (2) full-time Lead Information Technology Analysts (ITA III’s) to join our Client Support Services Team in our Technical Services Division. One Analyst will lead our busy Service Desk team and the other Analyst will lead our talented Desktop Support team.
 
The Information Systems Department’s Technical Services division includes: Service Desk, Desktop Support, Network Services, Data Center Operations, and Public Safety Systems teams. The specific duties for our ITA III positions can vary from assignment to assignment.
As our Lead Service Desk Analyst, you will play a vital role in examining processes used daily by the service desk and modernizing or transforming them through adoption of newer, cloud-based tools such as the Microsoft Power Platform. You will ensure appropriate staffing coverage and may need to assist in helping users on the service desk phone line and via email as the situation dictates. In addition, the lead analyst will handle escalated issues, resolving or routing them as appropriate, act as liaison with County Departments and other Technical Services teams, perform quality assurance, mentor and train staff, and work on special projects as assigned. Other key areas are enhancing in-house tools built with PowerShell, facilitating technology-focused conversations with other departments in the county, and MS Teams and M365 support.
 
As our Lead Desktop Support Analyst, you will play a vital role in examining processes used daily by the desktop support team and modernizing or transforming them through adoption of newer, cloud-based tools such as Azure Virtual Desktop, Intune, and the MS Power Platform. You will ensure daily operational work is assigned appropriately, deadlines are being met, and that the ‘Desktop Modernization’ work is being scheduled and deployed appropriately and in a timely manner. In addition, the lead analyst will handle escalated issues, resolving or routing them as appropriate, act as liaison with County Departments and other Technical Services teams, perform quality assurance, mentor and train staff, and work on special projects, as assigned. Other key areas are enhancing in-house tools built with PowerShell, assisting Management with Team Trainings, and providing support for MS Teams and M365 products.
 
Both lead positions may be asked to perform paid standby work, which includes taking after-hours phone calls with the possibility of returning to a county work site after-hours.
 
As the most qualified candidate for our Lead positions, you will have excellent administrative, analytical, and interpersonal skills and will possess:
  • 4 years of Service Desk and/or Desktop Support experience, preferably in a lead role
  • A demonstrated history of delivering quality, documented technical results
  • Excellent technical and project planning skills with the ability to adapt to changing systems
  • Experience with Microsoft System Center, Microsoft Endpoint Configuration Manager, Intune, and Microsoft Power Platform, as well as working within a Cloud-based architecture, such as Microsoft Azure or AWS
  • The ability to use PowerShell effectively
  • Familiarity with ITIL process and terminology

Please note: These positions will be required to have access to secure department facilities and/or view data or work with information systems for these departments. This requires that a more extensive “Security Clearance” be performed, after hire, by the Sonoma County Sheriff's Office. Successful completion of the probationary period will be contingent upon passing the security clearance, which includes a Live Scan fingerprint-based check of California Department of Justice (DOJ) and Federal Bureau of Investigations (FBI) criminal records. If you are offered a position which requires a security clearance, the job offer letter will clearly specify this as a condition of the probationary period.
Sonoma County ISD does provide a hybrid, telework/on-site, schedule for most positions. The Telework Schedules for these positions will be at the discretion of the team IT Manager. ISD is not a 100% remote department. Telework schedules can change based on Department need, County policy or Department Head discretion.

The Information Systems Department (ISD) recruiting to fill two Information Technology Analyst III positions. The employment list established from this recruitment may be used to fill future full-time, part-time, or extra-help (temporary) positions as they occur during the active status of the list. Qualified County employees who wish to be considered for future positions should consider applying to this recruitment.

Minimum Qualifications

Education: Any combination of education and training which would provide the opportunity to acquire the knowledge and abilities listed. Normally, academic coursework and/or formal training in computer science, information systems, network systems or a closely related field would provide this opportunity.
Experience: Any combination of training and experience which would provide an opportunity to acquire the knowledge and abilities listed. Normally, three years of technical professional experience involving technical support of desktop and/or LAN/WAN systems, or similar experience in a multi-platform Information Technology environment or two years of experience as an Information Technology Analyst II with the County of Sonoma. Specific experience related to the work of the assigned division may be required. Experience in a lead position or project management is highly desirable.
License: Possession of a valid driver's license at the appropriate level including necessary special endorsements, as required by the State of California to perform the essential job functions of the position. Certification in networking technology or other specialized area related to area of assignment is highly desirable for some assignments.

Considerable knowledge and understanding of: principles and practices of software and hardware installation and repair; computer operations; operating systems and software products; local and wide area network design, management, security, and operation; methods and techniques of troubleshooting hardware, software and inter-connectivity problems; principles, methods, and techniques of systems analysis; principles of data security; methods and techniques of providing support and training to users; methods to analyze and recommend business solutions to meet customer needs and requirements.
Working knowledge and understanding of: the inter-relationship of mainframe, PC, LAN, Network and telecommunications systems including hardware components, software applications, operating systems, documentation, and remote access; software products commonly used with the mainframe and personal computers and networked systems including word processing, spreadsheets, databases, file recovery, backup, and other utilities; principles of organization and management; general office practices and procedures; and security requirements and practices.
Ability to: provide technical support and leadership in area of expertise; identify, analyze and define Information Technology needs, collect information, establish facts, and draw valid conclusions; identify, troubleshoot, analyze and resolve customer/user problems; understand, interpret, and explain hardware and software application solutions to users; research technical materials to provide solutions to problems; write and modify instructions, procedures, manuals, documentation; understand and respond to problems related to data communications, networks and systems interconnectivity; work cooperatively and effectively with staff, customers, vendors, service and departmental personnel; effectively listen and communicate information to persons with diverse knowledge and experience; perform a variety of tasks in a consistent and accurate manner; read, analyze and take corrective action or refer problems to appropriate staff in response to error messages, codes, and abends in the mainframe, network and personal computing platforms; set priorities and meet established goals and standards; prepare clear, concise and accurate oral and written reports.
