MAJOR FUNCTIONS
Work is performed under the leadership and guidance of the Chief of Police. This is responsible technical assistance and support work related to computer systems, hardware, software, and network environments associated with the Police Department's computer network. This position responds to queries, runs diagnostic programs, isolates problems, and implements solutions as necessary to resolve issues.
This is an emergency essential position that requires performance of emergency duties and actions to prepare, repair, and recover the City before, during, and after any adverse storm events (hurricane, tornado, ice storm, etc.) or other conditions (natural or manmade).
ESSENTIAL DUTIES

  • Provides oversight for on-site training on new hardware and software to users.
  • Recommends and enforces network user policies to ensure security and integrity of the network, data, and applications.
  • Analyzes future needs for acquisition.
  • Establishes and maintains documentation and technical information library for all computer systems.
  • Implements and maintains the department CCTV security camera system.
  • Acts as a liaison with vendors providing technical support and repair services, (e.g. SSI, Dell, and Spillman)
  • Ensures that all work performed regarding computer systems are done in conformance with all Panama City Police Department policies and procedures.
  • Responds to help desk tickets in a timely manner.
  • Performs digital evidence collection on electronic devices while maintaining a chain of custody.
  • Assists the Police Systems Administrator with implementation of new infrastructure projects as needed.
  • Communicates in an efficient, prompt, and courteous manner with all internal and external customers including regulatory bodies and public entities.
  • Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES
  • Knowledge of principles and practices regarding central and distributed computer networks, communications, and telephony services.
  • Knowledge of diagnostic and troubleshooting techniques.
  • Knowledge of installing, repairing, and maintaining computer and/or communications hardware and software.
  • Ability to complete help desk tickets for computer hardware issues.
  • Ability to execute work goals and department projects per department management; assign and coordinate work projects, such as planning and configuring new hardware or software; conduct research and perform multiple duties simultaneously; to exercise judgment, decisiveness and creativity required in situations involving the direction, control, and planning.
  • Ability to independently problem solve and take initiative; to train users in complex topics, making presentations to an internal audience, and interacting positively with upper management.
  • Ability to maintain technical competency through career-long learning. Sustains proficiency through industry-recognized certifications, studies technical journals or manuals related to current computer and network infrastructure; attend vendor seminars via Internet or in-person to learn about new computer hardware and software; writes project reports and documentation for new or modified software and hardware configurations.
  • Ability to respond to problem situations in an effective and tactful manner; ability to attend meetings, events and/or be on-call for routine systems maintenance; ability to perform other related duties as required.
  • Ability to establish and maintain cooperative, positive, and effective working relationships with other departments, team members, professional groups, vendors, consultants, staff, city officials and the general public.
  • Strong computer skills including Word, Excel, and Outlook including ability to learn additional software as needed.
  • Ability to comply with all City safety policies and programs in the performance of their work to include, but not limited to, vehicles, equipment, tools, and facilities.
  • Ability to operate a city vehicle to facilitate travel to training, conferences, and assessments.
  • Ability to effectively communicate both orally and in writing to the public, city team members, and supervisors.
  • Other duties as assigned.

Work Environment:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
Work is performed predominantly in an office environment. The position requires sedentary work that involves walking or standing some of the time, exerting up to 10 pounds of force on a recurring basis, and routine keyboard operations.
Subject to varied work hours and recall during emergencies as essential personnel.
Risk/Safety Conditions:
The position involves a minimal degree of risk with time sensitive deadlines being a consistent part of the job.
MINIMUM QUALIFICATIONS
MINIMUM QUALIFICATIONS
  • Possession of an Associate's degree or equivalent work experience in Information Technology Systems or Computer Science.
  • One year of experience in diagnosing hardware, software, and other system failures.
  • Working knowledge of TCP/IP, DHCP, DNS, Ethernet, and general networking procedures, as well as ability to configure and maintain wired and wireless networks.
  • Working knowledge of switch and router configuration to include VPN, IPSEC and VOIP.
  • Working knowledge of Microsoft Windows server and client operating systems.
  • CompTIA A+ certification preferred.
  • CompTIA Security+ certification preferred.
  • Must have the ability to lift up to 50 lbs., sit, stand, walk, balance and withstand exposure to marked changes in temperature and humidity or extremes thereof, and exposure to dust, fumes, gases and chemicals.
  • General knowledge and experience in activities of electrical and telecommunications.
  • A comparable amount of training and/or experience may be substituted for the minimum qualifications.
  • Must posses a valid driver's license.
