Overview

The Information Security Specialist will:

  • Assist in preparing, maintaining, submitting, and implementing the Information Security Policies and Procedures.
  • Be responsible for maintaining and updating the Security Roster.
  • All new Security Managers will be oriented to security manager-related responsibilities.
  • Conduct quarterly Information Security surveys, periodic after-hour security surveys, and classification and declassification reviews.
  • Support and assist with security classification guidance, courier cards and letters, security incidents, foreign visits, and Information Security oversight office reports.

What You’ll Get to Do:

  • Assist in the preparation and/or maintenance of and submit a JTF-GTMO Information Security Policy for signature by the JTF-GTMO Commander that implements DNI, DoD, and SOUTHCOM Information Security Policies. Submit through the COR to the JTF-GTMO Command Security Manager (CSM) for review and approval.
  • Maintain a current roster of all JTF-GTMO Security Managers.
  • Provide Newcomer Security Operation Training to incoming personnel and enforce security standards and practices.
  • Manage and implement the JTF-GTMO Information Security Standard Operating Procedure (SOP) and the JTF-GTMO Command Assistant Security Manager (CASM) Program.
  • Provide and conduct formal training presentations consisting of lectures, demonstrations, and on-the-job training for technical tasks such as operating and closing facilities, changing lock combinations, and assessing the serviceability of security equipment.
  • Orient security manager for all the JTF-GTMO security manager-related responsibilities.
  • Ability to communicate effectively orally and in writing with diverse individuals, using a high degree of tact and diplomacy.
  • Orient new security managers on all security-related responsibilities and document training for records.
  • Conduct routine inspections of assigned spaces using the USSOUTHCOM Inspector General Program Checklist.
  • Conduct quarterly surveys and inspections of JTF-GTMO facilities in coordination with Directorate CASMs and Security Representatives to ensure classified materials are properly marked, handled, and safeguarded.
  • Assist in preparing and updating memorandums, plans, and other documentation supporting security classification and declassification guidance.
  • Gather information on all possible security incidents and submit completed reports to the Command Security Manager (CSM) for review and determination.
  • Prepare and submit the SF-311, Agency Security Classification Management Program Data, quarterly and provide it to the Command Security Manager for submission to SOUTHCOM.
  • Conduct surveys and inspections of JTF-GTMO facilities in coordination with Directorate CASMs and Security Representatives to ensure classified materials are appropriately marked, handled, and safeguarded.
  • Develop and update the master training plan and schedule, which should identify all security training requirements as required by BNI, DoD, SOUTHCOM, and JTF-GTMO Security Policies.
  • Ensure all assigned JTF-GTMO personnel complete assigned training within established timeframes.
  • Report completion rates by JTF-GTMO organizations and the names and organizations of personnel who are overdue on completing their training in writing to the JTF-GTMO CSM.
  • Conduct After-Hours Security Surveys of JTF-GTMO facilities to ensure classified materials are properly safeguarded. Prepare security awareness materials (e.g., posters, flyers, handouts, emails) as requested by the JTF-GTMO CSM.
  • Inspect hand-carried items entering existing JTF facilities to prevent and deter the introduction or removal of unauthorized and prohibited material from facilities controlled or occupied by the JTF.
  • Assist in preparing and updating memorandums, plans, and other documentation in support of security classification and declassification guidance.
  • Create, issue, and instruct users on using courier and maintain a courier database to ensure courier information and prepare Courier Authorization Letter.
  • Gather information on all possible security incidents and submit a complete report for review and determination.
  • Prepare and submit Agency Security Classification Management Program Data and provide for submission to SOUTHCOM.
  • Establish and implement procedures to destroy classified and unclassified material by preparing and submitting a JTF- GTMO Destruction and Disposal of Classified and Unclassified Materials Standard Operating Procedure (SOP).
  • Identify where gaps exist, develop plans, and recommend Information Security improvements related to achieving business goals and objectives.
  • Respond to internal and external security assessments, ensure appropriate documentation is complete, oversee follow-up on items that require remediation, and ensure a timely and appropriate response.
  • Develop presentations, briefs, and relevant Security Classification Guides.
  • Develop products for the Security Education and Awareness Training Program.
  • Maintain quality service by following organization standards.

You’ll Bring These Qualifications:

  • Must possess a current Top Secret (TS) clearance based upon a Single Scope Background Investigation (SSBI) completed within the past five (5) years and also be determined eligible for access to Special Compartmented Information (SCI) by the Central Adjudication Facility (CAF) or other designated adjudication authority before arrival onsite.
  • Must have a minimum of an Associate's Degree.
  • Must have one to two (1-2) years of specialized experience in an Information Security Program or Position.
  • Must have experience with Government contract project scheduling, tracking, risk analysis, project performance evaluation, and process improvement.
  • Must have a working knowledge of DoD Manual 5200.01 Volume 1-4 and other applicable regulations and policies governing Information Security.
  • Must have a working knowledge of the Security Incident process and response.
  • Experience establishing processes and assigning appropriate resources is required to fulfill contract performance requirements effectively.
  • Must know about Security Educations Training and Awareness (SETA) Program.
  • Must possess excellent customer service via telephone and face-to-face conversation and excellent written and oral command of English.
  • Must have experience using Classification Guides and conducting Classification Reviews.
  • Must be able to assess Information Security risk factors, determine protective measures, and enforce Information Security policies that minimize the chances of national defense information getting into the hands of unauthorized personnel.
  • Must possess knowledge of governing laws, regulations, precedents, and directives governing DoD Information, Personnel, and Physical Security Programs.
  • Must have the ability to communicate clearly both orally and in writing.
  • Must possess knowledge of Microsoft Office and associated software.

Work Environment:

  • Professional Office Environment: Must be able to sit at a desktop or laptop computer for extended periods of time.

Physical Demands:

  • While performing the duties of this job, the employee is regularly required to sit, stand, talk, hear, and use hands and fingers to operate a computer and telephone.
  • Must be able to communicate regularly via telephone and verbally present information to employees, customers, and outside vendors.

Expected Hours of Work:

  • 40 hours per week based on the customer’s core operating hours.
