Covered California is seeking an Information Security Engineer II to join the Information Technology Division. In this role, you will lead all aspects of customer services with a focus on engineering that is outside of vulnerability management, application security, and data management. The team encourages a lot of learning, mainly with new products, security applications, and products ensuring that we are on top of the vulnerability landscapes and threats. You will have the opportunity to share your findings with the organization and business partners. The incumbent should have a deep understanding of how to identify and access data management, understand cloud technical support, and be comfortable with technology networks and access. This position's office headquarters location is designated in Sacramento County. Travel expenses associated with commuting to the employee's office headquarters location are not reimbursable, other than authorized transit subsidies.

Working Conditions
- This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Covered California's current telework policy. While Covered California supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises, as determined by the Department.
- Employees are no longer required to submit Covered California's Self-Screening Questionnaire prior to coming onsite. Additionally, the State of California COVID-19 Testing Program requirements, along with COVID-19 vaccination verification are no longer needed. Covered California's COVID-19 Prevention Plan has been updated to incorporate the revised CDPH Public Health Officer Orders.

Desirable QualificationsIn addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- 3-5+ years Security Engineering experience in evaluating, testing, implementing, and maintaining security solutions (e.g., Cloud Security Management (including Microsoft 365, Azure, and AWS), Data Protection, Identity and Access Management, Application Security, Zero Trust Architecture.
- 3-5+ years of experience in security incident monitoring & response (e.g., knowledge of IOCs and emerging threats, SOC, SIEM, IDS/IPS, XDR, DLP, CASB, security incident response procedures, forensics, etc.)
- 2-4+ years of experience in security architecture preferably in a regulated environment such as healthcare (e.g., design reviews to identify deficiencies, develop baseline configuration standards, security advisor to infrastructure & operations, participate in project and change management meetings, proposes secure designs for best practices and compliance)
- 3-5+ years of experience in technical security risk management (e.g., penetration testing, third-party assessments, threat modeling, purple teaming, cloud assessments, network/firewall assessments, risk mitigation, audit response, business continuity planning, etc.)
- Passionate about learning, updated on industry best practices, understands latest security threats and vulnerabilities and security tools.
- Welcomes new ideas and is quick to learn new applications.
