Mount Indie is seeking anInformation ForcesTargeting Analyst at the Combatant Command (COCOM) level.The position requires programmatic support at the CCMD level to facilitate Information Forces planning, targeting data management, and synchronization of non-lethal operations and actions to achieve Commander objectives.

Responsibilities will include conductingtargetdevelopment, integrating Information Warfare planning into the JointTargeting Cycle and Joint Targeting process, overseeing operational deconfliction, and providing subject matter expertise on jointtargeting in support of operations and planning. The position will require the candidate to work Monday-Friday with the flexibility to respond to a non-standard work schedule (i.e., extended work week). CONUS and OCONUS travel may be required. The candidate will ensure US passport is always current.


  • Leads, Facilitates and coordinates the execution of the Joint Effects Process and integrates operations in the Information Environment into the Joint Targeting Process.
  • Utilize command effects-based approach totarget
  • Coordinate with personnel from the entire combatant command staff specifically the commands J2/J3/J35/J3-Joint Fires Element (JFE) and J5 Assessments.
  • Inform the Commander, Deputy Commander, and Director of Operations on Operations, Activities, and Investments that are aimed at advancing the CCMD Theater Campaign Plan through a deliberate assessment of Measures of Performance and Measures of Effectiveness Indicators. Methods of informing include in-person updates, secure video meetings, email messages, and other technology-based communications systems. When aggregated over time, this assessment feeds the Theater Campaign Assessment. Three weeks of the process are action officer-level working groups and three weeks are Flag Officer validation and decision level events.
  • Conduct targeted research to support the JointTargeting Process.
  • Overseeing operational deconfliction and providing subject matter expertise ontargeting and effects.
  • Demonstrate the ability to think critically and produce high-quality finished reports, presentations, recommendations, and findings.
  • Provides a full range of targeting support to assist planners and analysts in a variety and activities. Activities include, but are not limited to, lead, facilitating, and coordinating the execution of the Joint Effects Process which is a command-wide and subordinate command effects-based approach totarget
  • Supportdevelopment for Information Related Capabilities under Operations in the Information Environment, conducts basic and intermediatetargetdevelopment support fortargetnominations to the J2targets development team for validation through the J3TargetValidation Authority
  • Representstargeting equities in the JointTargeting Working Group and synchronizes Operations in the Information Environment with holistic command activities.
  • Building and maintaining databases including current and emerging CCMD systems of record (C2IE, Maven, VJOC, etc.); monitoring targeting; assisting with administration and management of RFIs; producing metrics; using other U.S. and Allied / Partner systems.
  • Facilitate productive information sharing and analytic outreach and develop collaborative relationships with members of the targeting and intelligence community.
  • Performs in-depth research and analysis on data and writes targeting reports adhering to tight deadlines and strict quality guidelines, using numerous U.S. Government databases.
  • Apply in-depth analytic skills to identify, assess, design, and report on highly complex order of battle, force structure, military capabilities, key military leadership, military policies, plans, strategies, intentions, and their impact on force developments.
  • The Targeting Analyst attends meetings and provides input and recommendations as requested supporting Operations in the Information Environment.
  • Conduct basic, intermediate, and advanced target development supporting Information Related Capabilities application of difference Operations, Activities, and Investments by providing targeting expertise and integration into the Combatant Command Joint Targeting Process.
  • Brief Combatant Command senior leaders, planners, and members of the targeting, intelligence community, and Interagency at validation boards, target vetting or coordination boards, working groups, and operational planning meetings.
  • Provide input to operational documents (OPORD, EXORD, and numbered plans), Chairman of the Joint Chiefs of Staff Manuals/Instructions, and Combatant Command policies, standards, and regulations as required.
  • Conduct operational deconfliction, coordinate with Interagency and Targeting Community partners, and perform equities checks.


REQUIRED QUALIFICATIONS:

  • Bachelors Degree or equivalent experience
  • 10-15 years related work experience.
  • Expert knowledge of targeting capabilities pertinent to the CCMD AOR and proven ability to develop and implement comprehensive targeting products.
  • Experience in target development and approval process and applying a collection management strategy against designated targets.
  • Experience operating in a 4-star military headquarters environment as a staff member with minimum guidance. Able to skillfully brief and professionally interact with general officers and senior enlisted advisors.
  • Experience deploying to support joint combat operations. Prefer prior experience planning and executing Operations in the Information Environment including, but not limited to: Joint Electromagnetic Spectrum Operations (JEMSO), Military Deception (MILDEC), Operational Security (OPSEC), Computer Network Operations or Cyber Effects Operations and Military Information Support Operations and (MISO)
  • Superior interpersonal, organizational, and management skills.
  • Good oral and written communications skills, including an expert ability to communicate effectively with targeting collection requirements at the operational and nation levels.
  • Critical thinker; willing to listen, learn and work in a fast-paced, dynamic environment.
  • Expert skills with Microsoft Office applications.
  • Active DoD TS/SCI clearance required;US Citizenship required

PREFERRED QUALIFICATIONS:

  • Masters Degree
  • Experience working in the military targeting field.
  • Graduate of Joint Targeting Staff Course.
  • Certification in Modern Integrated Database (MIDB) for Target Development Course.
  • Experience developing Command Control Communications Computers and Intelligence (C4I) type targets.
  • Familiarity with No Strike/Collateral Damage Estimate (CDE) Methodology and Target Development Standards in accordance with Joint Staff Instructions.
