Position Title: Information, Communication, and Technology (ICT) Manager
Supervisor’s Title: Director of Capabilities
Exemption Status: Exempt
Positions Supervised: GIS Specialist, Emergency Telecommunications Specialist, UAS Specialist, Power Supply and Generation Specialist
Location: Charlotte, N.C. with travel to other U.S. and international locations as needed

BACKGROUND :

Global Support and Development (GSD) is a humanitarian organization whose mission is to rapidly respond to disasters in collaboration with at-risk communities and support them to prepare for future disasters. We value collaboration and seek opportunities to amplify the work of others in-country, both in preparation for and in response to disasters. By integrating our team’s diverse skill sets and resources into local responses, we are able to provide rapid response assistance to affected communities in coordination with regional and country-level partners. We also work to build local capacity through community-led preparedness initiatives. GSD’s priority Area of Engagement is currently Latin America and the Caribbean, with targeted support to the South Pacific (and expected future increase in operations for 2024 and beyond).

*PURPOSE OF POSITION:
*

The ICT Manager will play a pivotal role in advancing GSD's mission by using state-of-the-art information and communication technology (ICT) to ensure the needs of communities in disaster affected areas of the Caribbean, Central America, and the South Pacific can meet their communication needs before, during, and after a shock via creative partnerships. The ICT Manager will ensure their team of GIS, Emergency Telecommunications, UAS, Power Supply & Generation, and support to Bathymetry experts support GSD’s regional, national, and community-level partners to have the right information and skills to decrease the impact of a shock over time. This position is integral to our commitment to harnessing innovative technologies for informed decision-making and fostering collaborative relationships within GSD’s and partners. The ICT Manager will have responsibility across three main strategic areas: disaster preparedness, disaster response, and climate adaption. Specifically, the candidate will lead GSD’s efforts externally with the government and other local counterparts.

*ESSENTIAL FUNCTIONS:
*

  • Develop, implement, and execute plans, processes, and projects in support of departmental strategy, maximizing efficient use of resources and ensuring shared vision;
  • Collaborate with key partners to identify their needs for technology solutions as they relate to their emergency management plans;
  • Identify, capture, and share lessons learned from technology for development implementations for integration into broader knowledge development planning, advocacy, and communication efforts;
  • Support budgetary planning, control, and analysis for the ICT Team;
  • Support the professional development and growth of direct reports;
  • Support critical decision-making processes, to include identifying issues and driving problem-solving, especially in resource-constrained and time-sensitive contexts;
  • Foster a collaborative and innovative work environment;
  • Oversee the integration and maintenance of GIS technologies for mapping, analysis and decision support;
  • Ensure reliable and sustainable power solutions for GSD’s partner’s emergency operation;
  • Oversee efforts to use aerial and bathymetric data for effective flood modeling and disaster risk assessments;
  • Ensure GSD’s drone programs responds to partner requests, including trainings, rapid assessment, and situational awareness;
  • Support GSD’s Emergency Telecommunications Specialist to establish and maintain an ECT program responsive to GSD’s partner’s needs;
  • Lead the ICT team to develop and implement ICT solutions utilizing innovative solutions that are locally adapted to partner’s needs;
  • Maintain collaborative relationships with key priority partners to ensure GSD understands well how we can best support ICT efforts before, during, and after a shock;
  • Understand partner’s priorities as they relate to national plans and support priority areas by implementing technology solutions to monitor and mitigate the impact of climate change;
  • Leverage GIS and bathymetry data to assess vulnerabilities and plan adaptation strategies;
  • Enhance emergency telecommunication systems to withstand extreme weather events;
  • Prompt and action GSD’s core values of accountability, humility, and integrity in all work we conduct;
  • Promote good stewardship of financial and other resources to achieve maximum benefit to those impacted by disaster or at risk of impact; and

Perform other duties as assigned.

*QUALIFICATIONS:
*

Required Experience:

  • Ten (10) or more years of relevant management experience in ICT, preferably in the humanitarian sector;
  • Three (3) or more years experience operating in ICT in an international context;
  • Experience supporting ICT projects in humanitarian settings, including identifying, designing, and implementing solutions for large-scale projects with technical components;
  • Experience with ICT, mobile and web-based technologies, particularly designing or deploying locally adapted tools;
  • Prior experience and proven capability in community or organizational capacity development; and

Proven experience developing programs and teams.

Required Education:

  • Bachelor's degree in information technology, digital transformation, business analysis, ICT management, computer science, innovation, digital development, international development, GIS, or a related field preferred; or
  • Equivalent combination of education and experience; and

Master’s degree in disaster management, emergency response, or a relevant discipline is a plus.

Professional Licenses/Certifications:
Certification in project management is desired.

Knowledge/Skills:

  • Expertise in GIS software and applications, knowledge of power supply systems in emergency contexts, and/or proficient in the operation of drones in disaster and non-disaster contexts seen as an asset;
  • Ability to communicate technical concepts to non-technical audiences, including briefings with agency leadership, including in external forums;
  • Program oversight and management, development of programmatic policy, procedure, and guidelines;
  • Ability to coordinate multiple projects simultaneously under pressure;
  • Confident and effective written and verbal communication, to include presentation ability;
  • Cultural awareness and the ability to work collaboratively with a wide array of stakeholders to build relationships;
  • Excellent interpersonal, presentation and oral and written communication skills;
  • Ability to thrive as part of a geographically distributed team;
  • Knowledge of relevant national and international standards and regulations;
  • Strong decision-making skills in high pressure situations, with experience influencing decision-making of senior leadership;
  • Strong collaborative and cross-cultural skills, along with a humble attitude, to support partner-led, local initiatives in ICT;
  • Familiarity with the technology challenges facing the Caribbean, South Pacific, and Central America, especially Small Island Developing States (SIDs);
  • Strong organizational skills and the ability to rapidly shift tasks;
  • Experience working and/or traveling domestically and internationally; and

Working knowledge of Spanish is highly desired; Proficiency in Haitian Creole and/or French would be an asset.
