Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.
The Opportunity
WSDOT is currently seeking an experience profession to serve as the I-5 Program Manager in the Northwest Region. This newly established position will serve as the I-5 Program Manager for the Cascadia High-Speed Rail and I-5 Program (the Program), is necessary to comply with legislative direction provided in the 2023-2025 transportation budget proviso. This position supports a complex and long term program to deliver evaluation studies, plans, financing, environmental reviews, design, construction and operation of major multimodal corridor projects and integrated mobility systems related to significant efforts to maximize transportation system performance including: I-5 Corridor Planning which spans from the Canadian border to the Oregon border and Cascadia High-Speed Rail (Cascadia HSR), formerly Ultra-High-Speed Ground Transportation (UHSGT), which spans from Portland, Oregon to Vancouver, B.C. and is being conducted in partnership with the BC Ministry of Transportation and Infrastructure (BC MoTI), Oregon Department of Transportation (ODOT), and Oregon Metro. The program will also consider the effects and interaction with air mobility planning in the region. The Program will use a centralized Program Management Office (PMO) and General Engineering Consultant (GEC) contracting and resources to set-up, organize, and direct this complex program.
What to Expect
The purpose of this position is to manage, direct and control all aspects of the I-5 Program which spans from the Oregon border to the Canadian border, building on previous planning work. The program will work to address the impacts of growth, including mobility issues, in western Washington. It will deliver equitable, resilient transportation systems that move people and goods safely and efficiently, connect communities, support a vital economy, and decrease carbon emissions. This position will work to advance multimodal comprehensive system planning efforts through I-5 planning work and closely coordinate with Cascadia HSR, air mobility planning and other related planning efforts. This role will oversee a corridor wide Master Plan and advance work to address seismic resiliency on structures between Boeing Field and Lake City way as well as HOV efficiencies and future managed lane strategies.
This position will also oversee the engagement with jurisdictions and agencies, coordination with tribal governments, legislative strategies and coordination, and funding. In addition to planning work, this position will oversee project delivery of early actions such as pilot projects as well as longer-term delivery as planning work advances projects.
Among the varied range of responsibilities held within this role, the I-5 Program Manager will:
  • Provide program management oversight and leadership for this program that stretches from the Oregon border to the Canadian border, from planning to project delivery.
  • Oversee program public and agency engagement strategy.
  • Lead project development and delivery, meeting agency requirements on time and within budget.
  • Facilitate resolution of transportation issues related to the I-5 program.
  • Coordinate with WSDOT regions and many jurisdictional partners and community interests along the 277-mile I5 corridor around existing and planned studies
  • Give presentations, provide information to and coordinate with federal, state, and local agency officials, advocacy and interest groups, and members of the public.
  • Represent WSDOT and UMAM in federal, state, local and multi-parties' boards, associations, and organizations.
  • Develop and manage multi-functional teams of direct reports, other WSDOT staff and GEC consultants to successfully complete deliverables.
  • Provide grant strategy seeking funding.
  • Manage contracts to support program.
  • Implement agency and division goals, objectives, policies, regulations, standards, plans and actions.
  • Ensure that goals for a diverse workforce and a hostile-free workplace are met.

Qualifications
To be considered for this opportunity, the following are required:
  • Ten (10) years progressive experience in transportation planning or similar field, five of which must be in supervisory or management capacity.
  • Strong skills in transportation planning methods, principles, and resources; policy alternative development; costs benefit analysis and economic impact assessment.
  • Ability to translate technical results into "plain talk" findings and policy recommendations.
  • Thorough knowledge of state and regional transportation planning processes, WSDOT policy and procedures, Washington State legislative and budget processes, and transportation planning policies and issues at regional, state, and federal levels.
  • Ability to communicate effectively with various audiences including elected officials, agency professionals, and members of the public.
  • Ability to manage staff and build effective multi-disciplinary teams.
  • Strong public involvement and community relations skills.
  • Strong project management skills, including scope, schedule and budget development and management; change management; team leadership; and communication.
  • Possess a valid driver's license and ability to travel statewide.

It is preferred that qualified candidates also have:
  • Post-graduate degree in transportation planning or related field.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
