Job Duties

Who We Are:

The Ohio Facilities Construction Commission (OFCC) oversees capital projects undertaken by state agencies and state-supported institutions of higher education; manages Ohio's school facility programs which provide support for the construction and renovation of public K-12 schools; and administers the funding for community-based cultural and sports facilities projects.

The Commission sets uniform rules, procedures, and standardized documents for state construction under Chapter 153.

The legislature established the Commission in 2012 with the merger of the Ohio School Facilities Commission (OSFC) and the former Office of State Architect. In 2013, the Commission undertook oversight of the cultural facilities grants program. In 2017, the legislature further folded all OSFC duties and responsibilities into the Commission, thereby consolidating guidance and oversight for its various programs into one entity.

In 2021, the Commission celebrated 100 years of public construction in the Buckeye State.

What We Do:

The Ohio Facilities Construction Commission oversees capital projects undertaken by state agencies and state-supported institutions of higher education; manages Ohio's school facility programs which provide support for the construction and renovation of public K-12 schools; and administers the funding for community-based cultural and sports facilities projects.

What You'll Do:

In the role of Project Manager, you will be involved in the planning, design, and construction of your assigned projects from initiation through completion. This includes overseeing the day-to-day operations of construction sites to meet OFCC's high quality and ethical standards; supervising, estimating, and negotiating project costs; maintaining schedule compliance and financial targets; working closely with contractors and subcontractors; coordinating scope change management, sourcing, and procurement; and prioritizing client communication and satisfaction.


Project Managers are responsible for:

  • Managing the design and construction of public facilities throughout all phases of a project (procurement, design, construction, closeout) on behalf of State agencies, K-12 school districts, and institutions of higher education.
  • Planning, strategizing, and initiating projects with public owners to develop initial project scope, schedule, and budget.
  • Assisting owners in selecting appropriate project delivery method (ie: multiple prime, general contracting, construction manager at risk, design-build) for specific projects.
  • Developing requests for qualifications (RFQ) and requests for proposals (RFP), evaluating statements of qualifications, participating in interviews, and negotiating professional design services and construction guaranteed maximum price (GMP) proposals.
  • Providing oversight in public bidding and award of construction contracts.
  • Reviewing and recommending approval of fiscal drawdown schedules.
  • Managing performance and monitoring the progress of work by consultants/contractors for reviewing and approving monthly invoices.
  • Coordinating review and accounting of contractor’s stored materials and retainage.
  • Reviewing change orders and amendments to determine if change is warranted, and accuracy of proposed costs.
  • Applying judgment on all design and construction-related problems and troubleshooting to expedite completion and closeout of projects.

Maternity Benefits Available to Enrolled State Employees

The State of Ohio is expanding maternity health care benefits available to state employees enrolled in the Ohio Med PPO and Ohio Med NN (narrow network) medical plan options. Several prenatal, childbirth and post-childbirth services will be provided at no out-of-pocket cost to employees utilizing network providers.

Examples of services now covered by network providers at 100% include:

Prenatal care, including physician visits and examinations.

Home health care services are designated as maternity care (for expectant members on bed rest).

Inpatient claims for all types of delivery.

Inpatient NICU claims, from birth through discharge.

Postpartum care, including office visits for follow-up, and procedures/treatments directly related to maternity.

Medications prescribed for both antepartum and postpartum conditions (e.g., morning sickness, postpartum depression). Medical services provided by non-network providers will be processed at the applicable coinsurance, deductible, and out-of-pocket limits.

Prescription drugs that are directly related to maternity care will be covered with no copay. The State of Ohio has collaborated with the prescription drug third-party administrator (OptumRx) to provide a list of covered medications that can be approved for zero copays via prior authorization from providers.

The State of Ohio offers a variety of educational and professional development funding that varies based on whether you are a union-exempt employee or a union-represented employee.

Ohio Public Employees Retirement System

OPERS is the retirement system for State of Ohio employees. The employee contributes 10% of their salary towards their retirement. The employer contributes an amount equal to 14% of the employee’s salary. Visit the OPERS website for more information.

Qualifications

  • Completion of undergraduate core in architecture, engineering, construction management; 4 yrs. exp. in project management of facility Construction Projects; including 2 yrs. exp. in project management of governmental/public facilities Construction Projects; valid driver’s license.

  • Or 6 yrs. exp. in project management of facility Construction Projects; including 2 yrs. exp. in management of governmental/public facility Construction Projects; valid driver’s license.

  • Or equivalent of Minimum Class Qualifications for Employment noted above.

KNOWLEDGE OF:
Agency, state & federal laws, rules, regulations, policies & procedures relative to public construction*, office practices*, public relations, project management, design & construction process & industry practices, architecture & engineering graphics, project delivery methods, safety practices & protective clothing & equipment.

SKILLS IN: Operation of computer hardware & software (e.g. Word, Excel, PowerPoint, Outlook, OAKS, OAKS CI*)

ABILITY TO: Deal with multiple variables & determine specific action, understand manuals & verbal instructions technical in nature, prepare meaningful, concise & accurate reports, review plans & specifications, handle routine & sensitive inquiries from & contact with consultants/contractors & other government representatives, maintain valid driver's license.
