Position Title:Human Rights Advocacy Officer - Promoting Human Rights in Armenia (PHRA) Activity

Position Status: Full-Time

Vacancies: 1 - Hiring for this position is contingent on funding.

Location: This position will be based in Armenia and will require frequent travel throughout the region.

Salary: Commensurate with experience. PartnersGlobal offers a competitive salary and benefits package.


This position is not covered under a Collective Bargaining Agreement between PartnersGlobal and the Office and Professional Employees International Union, Local 2, AFL-CIO.

POSITION OVERVIEW

PartnersGlobal is seeking a Human Rights Advocacy Officer for the anticipated USAID-funded Promoting Human Rights in Armenia (PHRA) Activity. The objective of the PHRA activity is to advance Human Rights and fundamental freedoms in Armenia through proactive measures to prevent and address Human Rights violations, as well as by strengthening mechanisms for rights protection.


The Human Rights Advocacy Officer will collaborate closely with Human Rights defenders to enhance public demand for and access to Human Rights protection in Armenia. This role entails providing strategic vision and technical leadership for the activity, ensuring alignment with program objectives, and fostering coordination across other project components and teams.


DUTIES AND RESPONSIBILITIES

Program Leadership and Coordination:

  • Provide vision and technical leadership for the design, implementation, and evaluation of capacity building initiatives aimed at strengthening Human Rights institutions and oversight mechanisms in collaboration with the stakeholders and relevant government bodies.
  • Work closely with other component leads and departments within PartnersGlobal to ensure a holistic, coordinated approach to achieving program objectives and maximizing impact.
  • Supervise and provide guidance to a team of capacity building professionals, including setting clear expectations, conducting regular check-ins, and facilitating professional development opportunities.
  • Foster a collaborative and inclusive team environment that values diversity, equity, and inclusion, and promotes accountability, mutual respect, and continuous learning.

Capacity Building and Technical Assistance:

  • Develop and deliver tailored capacity building programs, training workshops, and technical assistance initiatives to support Human Rights defenders, civil society organizations, and government agencies in Armenia.
  • Facilitate peer learning and knowledge exchange forums to enhance the skills, knowledge, and effectiveness of stakeholders engaged in Human Rights promotion and protection efforts.

Partnership Development and Collaboration:

  • Cultivate and strengthen strategic partnerships with the HRDO, government agencies, civil society organizations, and international donors to leverage resources, share expertise, and foster collective action on Human Rights issues.
  • Collaborate with key stakeholders to identify priority areas for capacity building interventions and advocacy initiatives that address systemic Human Rights challenges and promote sustainable change.

Monitoring, Evaluation, and Learning (MEL):

  • Develop and implement MEL frameworks and tools to systematically monitor and evaluate the impact of capacity building activities on Human Rights institutions and oversight mechanisms.
  • Document best practices, lessons learned, and success stories to inform programmatic decision-making, adaptive management, and knowledge sharing within PartnersGlobal and with external stakeholders.

QUALIFICATIONS

Required:

  • A Master's degree or equivalent in Human Rights, international development, law, social sciences, or a related field. A Bachelor's degree with significant relevant experience may be considered.
  • Minimum of 5 years of experience in designing, implementing, and evaluating capacity building initiatives, preferably in the context of Human Rights Advocacy, promotion, and protection.
  • Demonstrated expertise in working with civil society organizations, Human Rights defenders, grassroots activists, and government agencies on issues related to Human Rights.
  • Strong experience working with key Human Rights focused CSOs that focus on thematic areas including, but not limited to, LGBTQ+ rights, anti-torture, disability rights, labor rights, etc. Deep knowledge of Human Rights legal issues within Armenia preferred.
  • Professional Fluency in Armenian and English required.

  • Legal Proficiency in international Human Rights law, including treaties, conventions, and mechanisms, as well as national legal frameworks related to Human Rights.
  • Analytical Skills: Ability to conduct comprehensive Human Rights assessments, analyze complex Human Rights issues, and identify root causes and underlying patterns of Human Rights violations.
  • Research Abilities: Strong research skills to gather, analyze, and synthesize information from diverse sources, including legal documents, reports, case studies, and testimonies.
  • Advocacy and Communication: Effective advocacy skills to articulate Human Rights principles and recommendations to diverse audiences.
  • Strategic Thinking: Capacity to develop and implement strategic plans, campaigns, and initiatives aimed at promoting and protecting Human Rights, with a focus on addressing systemic challenges and achieving sustainable change.
  • Empathy and Cultural Sensitivity: Ability to empathize with individuals and communities affected by Human Rights violations, demonstrate cultural sensitivity, and respect for diverse perspectives, identities, and experiences.
  • Collaboration and Partnership: Strong interpersonal skills to build and maintain partnerships with stakeholders, including government agencies, civil society organizations, Human Rights defenders, and international actors, to foster collective action and collaboration on Human Rights issues.
  • Conflict Sensitivity: Understanding of conflict dynamics, power imbalances, and the impact of conflict on Human Rights, with the ability to integrate conflict sensitivity into Human Rights programming and advocacy efforts.
  • Gender and Social Inclusion: Commitment to gender equality, social inclusion, and intersectionality in Human Rights work, with the ability to mainstream gender and diversity considerations into policies, programs, and advocacy strategies.
  • Ethical Leadership: Commitment to ethical principles, integrity, and accountability in Human Rights Advocacy and practice, with a dedication to upholding Human Rights standards and principles in all aspects of work.
