JOB SUMMARY:
Under supervision, perform a variety of routine to complex technical and responsible duties in support of the district's human resources, benefits and payroll functions; serve as a technical resource to district staff and prospective employees; participate in the development and implementation of a wide variety of human resources activities that support an accountable and inclusive workforce; provide confidential administrative assistance to director in collective bargaining and in connection with contract administration; perform a variety of basic-to-complex and responsible technical work in the accounts payable, accounts receivable, purchasing, contracting, payroll, grants and bond-funded financial activities within the district's fiscal services and business operations.
ESSENTIAL JOB FUNCTIONS
  • Perform a variety of general HR and staffing processes, counsel prospective candidates about employment opportunities with the district; answer routine inquiries concerning hiring procedures, contract, salary, and benefit questions and other human resources issues.
  • Provide confidential assistance and support to Human Resources Director and Business Services Director in matters pertaining to collective bargaining, contract administration and labor management; conduct research and prepare reports related to collective bargaining and contract administration. Take minutes and maintain records for district bargaining team. Prepare, review and manage confidential and sensitive information. Schedule and attend negotiation sessions and district caucuses. Provide ongoing administrative support to director in the area of contract administration.
  • Learn, explain and use rules, policies, union contracts, and procedures applicable to human resources and benefits administration. Assist director in identifying issues and resolving concerns and discrepancies.
  • Read, review, explain and use a variety of human resources documents and forms, such as collective bargaining agreements, employee benefits, health and welfare enrollment documents, pre- and post-employment materials, job announcements, classification specifications, salary schedules, training materials, employment applications.
  • May evaluate and process leave of absence requests and other employee benefits.
  • Assure employees and applicants have proper fingerprint clearances; authorize fingerprinting for potential employees; notify departments of employee clearance.
  • Interpret and explain rules, regulations, policies, procedures, unit contracts, and fringe benefits, and assist in solving unique problems of district employees, management, and the public.
  • Prepare and process materials to complete full employment life cycle, selection, termination, and payroll processes for all employees.
  • Learn and utilize a variety of district and commercial software such as MS Office Suite, and other data collection, analysis, payroll, spreadsheet, presentation, word processing and similar software; input, extract, aggregate, disaggregate and interpret data; prepare written and oral reports of findings.
  • Assist in the review and revision of human resources written policies and procedures.
  • Compile, code, verify, reconcile and prepare a wide variety of financial information related to work assignments in areas such as accounts payable, accounts receivable, purchasing, payroll, grants, bond-funded and similar financial activities.
  • Prepare and update a variety of accounting, payroll, and purchasing, contracting and other financial records; provide information in the form of reports, summaries, graphs and charts; utilize specialized software, spreadsheets and similar tools for recording, summarizing and displaying data; generate and distribute various financial reports.
  • Maintain confidentiality and exercise discretion.
  • Perform other duties as assigned.

EMPLOYMENT STANDARDS:
  • Knowledge of business English, word processing, spreadsheet software, applicant tracking, database.
  • Knowledge of principles and practices of human resources, employee and labor relations administration, benefits and payroll.
  • Knowledge of school district organization and administration.
  • Ability to learn, use and explain variety of technical and routine human resources, benefits and payroll procedures and documents.
  • Ability to establish and maintain effective and professional relationships in workplace.
  • Ability to maintain confidentiality and demonstrate discretion, initiative, and good judgment.
  • Ability to learn and use variety of office technologies and software programs.
  • Ability to research and organize technical information and prepare reports.
  • Ability to communicate clearly and respectfully.

JOB REQUIREMENTS:
Language Skills: Ability to read English and comprehend complex technical language. Ability to write memos and correspondence in English. Ability to effectively present information in one-to-one small group situations.
Mathematical Skills: Ability to perform basic mathematical calculations with a high degree of accuracy.
Reasoning Ability: Ability to apply common sense to carry out detailed, but basic, written or oral instructions in English. Ability to deal with problems involving a few concrete variables in standardized situations.
Other Skills and Abilities: Ability to work collaboratively and establish and maintain effective working relationships with co-workers, supervisor(s), staff, students, parents and community.
Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
While performing the duties of this job, the employee is frequently required to walk and may be continuously required to stand. The employee will frequently bend or twist at the neck and trunk while performing the duties of this job. The employee is occasionally required to reach with hands and arms and stoop, kneel, crouch, or crawl. The employee continuously uses hand strength to grasp tools. The employee must be able to lift and/or move up to 10 pounds. The employee may be required to sit at a desk and use a computer for long periods of time.
EXPERIENCE AND TRAINING:
Any combination of experience and training that would likely enable the incumbent to discharge the job duties and demonstrate the required knowledge and abilities of the job.
CLASSIFICATION/LOCATION: Confidential, Regular, Full-Time Position at District Office
CALENDAR/BENEFITS:
8 hours per day for 12 months per year (260 days), starting ASAP upon hire.
Range A of the 2022-2023 Confidential Salary Schedule $48,604 - $62,256.
Newberg School District pays 6% PERS contribution, provides a generous insurance cap and long-
term disability insurance. Optional Life, AD&D insurance, Short Term Disability, Tax Shelter
Annuities, Section 125 health and dependent care accounts, and Employee Assistance Program
through Uprise also available to all staff.
