The incumbent of this position performs the full range of staffing and placement actions for the Chief Information Office (CIO) only.
The Human Resources/Recruiting and Staffing Support Specialist will provide management and oversight support related to staffing requirements gathering, position description development, job posting, interviewing, offer negotiation, as well as the hiring/on-boarding of new Federal staff. The Human Resources Support Specialist must possess excellent organizational, communications, and project management skills with experience working with large teams in a very dynamic, challenging results-driven environment.

Responsibilities
The Human Resources Support Specialist will provide the following service tasks for this support category:
- Support high-volume delegated examining and merit promotion recruitment and personnel action processing activities. This includes but is not limited to:
- Drafting and posting JOAs
- Reviewing applications (including adjudicating veteran’s preference) and issuing certificates
- Making tentative job offers
- Requesting SF-75 information and employee records from losing agencies
- Calculating service computation dates (SCD)
- Conducting case file audits and quality control reviews
- Processing Promotions and Temp Promotions
- Details
- Review, prepare, and code Accession SF-52’s per the OPM Guide to Coding and Processing.
- Perform tasks in any area of HR, including file/records, staffing, and recruitment.
- Conduct complex analyses of the organization and manage HR projects and initiatives.
- Advise hiring managers and supervisors of procedures and requirements related to the Federal hiring processes.
- Write clear, informative streamlined job opportunity announcements.
- Process all applications received through the agency’s automated system.
- Verify minimum qualification requirements for all candidates referred for consideration.
- Issue competitive, merit promotion, expected service, and/or non-competitive certificates/referral lists electronically.
- Respond to inquiries from agency stakeholders regarding staffing actions.
- Experience using government HR Information Systems and/or applicant tracking systems, data bases, and retrieval methods to provide data for reporting purposes, like Monster Government Solutions, USA Staffing Upgrade, ServiceNow/Launchpad, or Onboarding Section of the system.
- Contribute to the design, standardization, and streamlining of initiatives to re-engineer or improve agency-wide staffing processes through assisting in the development or revision of policies, drafting standard operating procedures, or the review and integration of new staffing automation technology.

Qualifications
- Bachelor's degree with 2 years of federal HR experience and 1 year of federal recruiting experience OR high school diploma with 6 years of federal HR experience and 1 year of federal recruiting experience required.
- Delegated Examining (DE) certification preferred.
- Additional Recommended Classroom/Online Training: Staffing, Recruitment, Talent Management, Merits, Promotions, Category Rating, Veterans’ Preference, Job Analysis, Qualifications Analysis, Introduction to the Code of Federal Regulations (CFR), Hiring Flexibilities/Staffing Programs for Special Populations.
- Ability to pass a comprehensive federal background check required
Knowledge, Skills and Abilities:
- Analysis and Problem Solving:
- Evaluate and recommend alternatives to management to find appropriate civilian human resources solutions.
- Advise managers and supervisors on civilian human resource requirements, resources, and problems.
- Staffing and Recruitment:
- Review recruitment and placement actions to provide guidance to managers on complex and/or sensitive issues.
- Work with automated personnel and pay systems to process actions, i.e., hires, promotions, separations, etc.
- Technical Competence:
- Administer, implement, and ensure compliance with established regulations in the recruitment and placement activities for employment purposes.
- Provide and assist managers, employees, and applicants with information and interpretation of the recruitment and placement procedures, policies, and guidelines.
- Customer Service:
- Contacts are internal and external, with regular contacts among major bureaus and sub-bureaus as well as customers and other external parties to share information about the agency and explain the applications of policies and procedures.
- HR Policies and Procedures:
- Research policies, procedures, and operations involved in staffing and placement actions to ensure compliance.
- Apply an understanding of basic position classification principles, practices, and guidance to accomplish the development of assessment tools for recruitment.
- Information Management and Organizational Skills:
- Manage and maintain visibility of civilian personnel requests throughout their lifecycle.
- Ability to maintain visibility on multiple moving actions in various stages throughout their lifecycle and request status updates as needed.
- Ability to obtain agency Facilities Access.
