We are seeking a Full-time Human Resources (HR) Specialist in the HR Department at our Bloomsburg, PA East Street Community Office. The Human Resources Specialist is responsible for assisting the Human Resources Director with recruiting, on-boarding, payroll, and performance management processes associated with the Bank's HR related activities. Selected candidate must have a minimum of high school diploma or equivalent with specialized Human Resources training or an AS or BS degree in Human Resources, or other related field preferred. A minimum of two (2) years' experience in Human Resources, Communications, Public Affairs, Banking or other related field is preferred.
Essential Duties:
- The selected candidate will perform a variety of duties to support the Human Resources function, including but not limited to:
- Prepares and processes biweekly payrolls.
- Recruits, screens, interviews, and assists managers in selecting employees to fill vacant positions.
- Conducts orientation for new staff members.
- Maintains job descriptions and job classifications.
- Coordinates the Bank's Performance Management Process, including annual and probationary period performance appraisal system and assisting managers in establishing measurable performance standards for each job.
- Ensures proper documentation of all matters relating to the human resource management function by keeping personnel files and data systems up to date.
- Administers and communicates the Bank's personnel policies.
- Administers and monitors the Bank's compliance activities relating to laws, acts, or orders affecting the human resource management function.
- Prepares periodic reports for the Bank's executive staff.
2. Efficiently and effectively shares in organizing the work and activities of the Human Resources Department in order to achieve established goals.
3. Cooperates with, participates in, and promotes the adherence to all internal policies, procedures, and practices in support of risk management and overall safety, soundness, and compliance with all regulatory requirements. This includes annual Bank Secrecy Act (BSA) training and complying with all BSA rules and regulations as they pertain to the job position within the Bank.
Requirements: The selected candidate must have the following skills:
- Proficient verbal and written communication skills, as well as interpersonal relations, analytical, organizational and planning skills;
- Moderate math skills;
- A thorough knowledge of current employment laws and regulations;
- Demonstrated presentation skills;
- Strong computer skills in Excel, Word, and HRIS/HCM.
