Position Overview
The Illinois Department of Public Health is seeking a highly motivated individual to serve as a Human Resources Specialist in our Payroll Office. This position is the Lead Worker overseeing activities under the responsibility of the Payroll Office.
Job Responsibilities
1. Under general direction, serves as a journey level professional capacity performing complex and specialized duties for processing payrolls and computing wages and deductions utilizing the Central Payroll System.
- Directs, plans, coordinates, and supervises preparation of semi-monthly payroll within strict time frames by established deadlines, updates to employee information for taxes, benefits, wage assignments, garnishments, retirements and other wage deduction.
- Generates technical payroll reports, processes adjustments, calculates earning based on policy, and identified appropriates in a specific area for which employees can be paid.
- Monitors appropriation lines to ensure the proper appropriations are being used and that information from payroll is being applied correctly.
- Administers and reviews payroll, benefits and retirement processes utilizing the central payroll system.
- Develops and recommends methods and procedures for enhancing and streamlining work processes.
2. Reviews for compliance with legal requirements and administrative policies, while proactively pursuing a thorough knowledge and understanding of changes to policies and state and federal laws impacting payroll.
- Analyzes advancements in payroll technology and makes recommendations to improve payroll processes and functions.
- Serves as lead worker to staff engaged in a variety of complex and technical functions requiring responsibility and technical knowledge relating to all facets of the Agency’s payroll Unit.
3. Oversees the processing of payroll changes from personnel, utilizes Central Time and Attendance System (CTAS) to verify information needed for payroll processing.
- Coordinates the submission of all payroll vouchering and the preparation of pay warrants by the Comptroller’s Office.
- Processes adjustments, changes to payroll, which include worker’s compensation, military differential payments, retro payments, and grievance settlements.
- Files unemployment compensation records for unemployment claims.

4. Serves as designated lead worker:
- Assigns and review work.
- Provides guidance and training to assigned staff.
- Advise immediate supervisor regarding performance of staff.
5. Compiles and generates reports of salary and benefit projects for annual budget and labor relation negotiations.
- Assists in the completion of headcount reporting and with budgetary and financial analysis consistent with program and department needs.
6. Performs other duties as required or assigned which are reasonable within the scope of the duties enumerated above.
Specialized Skills
- Requires two years with the Central Payroll System and two years of experience working with the Central Time and Attendance System (CTAS), ePass, eTime, and the Statewide Accounting Management System (SAMS).
- Requires two years of experience preparing and completing payroll related forms.
- Requires thorough knowledge of local court procedures as they pertain to processing court orders by the Circuit Court.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college.
- Requires two years of professional Human Resources experience.
Preferred Qualifications
- Two years’ experience with a Payroll and/or Accounting Management System.
- Two years’ experience working with an Attendance System.
- Two years’ experience preparing and completing payroll related forms.
- Thorough knowledge of local court procedures as they pertain to processing court orders by the Circuit Court.
- Extensive knowledge of the use of personnel rules and collective bargaining contracts to complete payroll processes.
- Two years’ experience in organizing and analyzing information/data and with generating correspondence and reports with accuracy.
- Two years’ experience with utilizing standard mathematical and statistical equations.
- Two years’ experience with the use of computer systems, software, templates, or other letters/symbol guides and to instruct others in such equipment usage.
