Job Summary
Under he general direc ion of he Direc or of Human Resources, he Human Resources (HR) Specialis suppor s he Cen er for Agricul ure and he Environmen (CAFÉ) and he College of Na ural Sciences (CNS) in mee ing i s opera ional and s ra egic objec ives, wi h a high degree of judgmen , ini ia ive, and leadership. Serves as an advisor and consul an on ma ers rela ed o human resource managemen , personnel policies and procedures.
Essen ial Func ions

  • Supervises and direc s personnel suppor . Main ains curren knowledge and unders anding of legal and regula ory requiremen s and Campus policies, prac ices, and procedures. Responsible for in erpre ing Universi y HR policies and procedures for he College. Oversees and moni ors personnel ac ions and reques s for compliance wi h he es ablished campus policies, procedures, and guidelines.
  • In erpre s con rac s o ensure new appoin men s mee cri eria for employmen . Iden ifies compliance issues and con ac s managers o discuss and de ermine resolu ion.
  • Consul s he Office of he Provos on personnel ma ers and for policy clarifica ion, as needed. Provides queries and repor s and roubleshoo s HR ques ions, as reques ed. Ensures HR processes hroughou he College are coordina ed effec ively and facili a es he College's ransi ion from paper o elec ronic processes. Main ains and safeguards confiden ial personnel records and files. Has Dean level signa ure au hori y on personnel ac ions.
  • Provides oversigh and managemen of personnel processes and ac ions o include, new hires, reappoin men s, all leaves, and employee evalua ions. Crea es and main ains da abases for moni oring personnel ac ivi y. Comple es complex, college-level personnel ac ions as required.
  • Serves as a key resource o depar men al s aff. Approves posi ions for submission for approval. Main ains a da abase o rack pre-UMass pos doc oral experience o de ermine salary increases, per he union con rac . Consul s wi h he Assis an Gradua e Dean in he Gradua e School o ensure adherence o all policies.
  • Manages and adminis ers hiring by advising and assis ing appoin ing au hori ies and hiring managers in all aspec s of he search process for facul y, s aff, Pos doc oral Research Associa es, (Senior) Research Fellows, and Depar men al Assis an s. Facili a es he hiring process by consul ing on search commi ee selec ion, adver ising, formal hire offers, e c. Works wi h hiring managers o develop clear, accura e and resul s-orien ed job descrip ions; oversees he submission of s aff classifica ion review reques s.
  • Ac s as a liaison wi h o al Compensa ion s aff o resolve compensa ion and classifica ion issues. Manages he PageUp (applican racking sys em) process, en ering posi ions for pos ing and de ermining appropria e ime for dis ribu ing informa ion o search commi ees. Reviews search documen a ion and ensures compliance wi h Universi y employmen process. Advises on Fair Labor S andards Ac issues and compliance.
  • Manages facul y addi ional compensa ion process. Review addi ional compensa ion forms o ensure compliance wi h Universi y, S a e, and Federal rules and regula ions. Reviews submissions and analyzes Principal Inves iga or eligibili y o ensure consis ency wi h federal rules and regula ions regarding bo h descrip ion of services and amoun of addi ional compensa ion reques ed; reviews gran budge documen a ion, as needed. Develops and manages a da abase o rack CNS facul y addi ional compensa ion submissions. Moni ors annual base salary limi a ions specific o respec ive federal agencies (NSF, NIH). Con ac s depar men s o de ermine a resolu ion if submission is no in alignmen wi h fund or budge .
  • hrough he Academic Personnel Workflow Sys em (APWS), coordina es, moni ors and assis s wi h enure, reappoin men hrough enure decision year ( DY), and promo ion cases, ensuring ha cases are prepared on ime and in accordance wi h he union con rac . Works wi h he Chair(s) of he College Personnel Commi ee o es ablish a schedule of mee ings o review facul y personnel cases.
  • Recommends s affing needs; hires, rains, and evalua es suppor s aff. Assesses raining and s aff developmen needs, de ermines addi ional raining needed and implemen s appropria e programs. Ensures ha college-level and depar men /program supervisors have he ools and informa ion hey need o se performance goals, communica e expec a ions, and conduc evalua ions. Develops collabora ive working rela ionships wi h Cen ral HR. Organizes and schedules informa ional human resource mee ings for college and depar men al personnel represen a ives. Crea es and wri es informa ional handou s for reference o explain new processes, procedures, or con rac upda es.

Minimum Qualifica ions (Knowledge, Skills, Abili ies, Educa ion, Experience, Cer ifica ions, Licensure)
  • Associa es degree and five (5) years of human resource rela ed experience OR a Bachelor's degree and hree (3) years of human resource rela ed experience. A bachelor's degree concen ra ion in Human Resources, Business, or rela ed field may be subs i u ed for one (1) year of he required experience.
  • Knowledge of federal/s a e employmen laws and he abili y o in erpre and apply academic/HR policies and collec ive bargaining agreemen s.
  • Mus have he abili y o speak and wri e clearly and concisely; work hrough problems, develop solu ions and fos er resolu ion and ac ion; balance numerous demands; evalua e compe ing priori ies, weigh issues prior o aking ac ion, and keep projec s moving forward produc ively and efficien ly; provide prac ical, solu ion driven ini ia ives; handle confiden ial informa ion in a discree manner, accep direc ion; and work coopera ively wi h o hers.

he College of Na ural Sciences (CNS) includes 13 depar men s and 2 schools, serves over 7,000 undergradua e s uden s and nearly 1,000 gradua e s uden s, and has a presence in 18 buildings on campus.
