This Human Resources Specialist (Classification) position provides classification services for U.S. Customs and Border Protection (CBP). The role of this position is to provide advice, consultation, and guidance on position classification, position management, and organizational design for CBP. The primary mission of the Classification Team is to provide superior advice and guidance to customers in the areas of position classification, organization, and position management services.

Typical duties include but are not limited to:

  • Classifying a wide variety of position descriptions by making determinations on the proper pay plan, title, series, and grade level for General Schedule (GS) positions ranging from grades 1 through 15, along with Federal Wage System positions.
  • Preparing evaluation reports of positions reviewed and taking necessary action to ensure that positions are revised for accuracy and completeness.
  • Making auxiliary determinations to classified positions which include applying the Fair Labor Standards Act (FLSA), determining Financial Disclosure filing requirements, determining position sensitivity, bargaining unit status determinations, and drug testing requirements.
  • Utilizing several Human Resources software programs to assess information, record, and enter data on positions.

Salary and Benefits

This position starts at a salary of $49,025.00 (GS-07, Step 1) to $77,955.00 (GS-09, Step 10) with promotion potential to $113,047.00 (GS-12, Step 10). Qualifications

You qualify for the GS-07 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Conducting research from various sources to compile and consolidate information.
  • Gathering and analyzing basic facts for classification actions.
  • Communicating factual and procedural information clearly to customers.

Education Substitution: GS-07: Successful completion of one year of full-time graduate education from an accredited college or university may substitute for the experience required at this level. This education must demonstrate the knowledge, skills, and abilities necessary to do the work, OR a bachelor's degree with Superior Academic Achievement (SAA) may also substitute for the experience required. It is based on (a) class standing and (b) grade-point average (i.e., GPA 3.0 or higher of a possible 4.0, excluding pass/fail credits). Pass/fail credits cannot be more than 10% of total credits), or (c) honor society membership.

You qualify for the GS-09 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Assisting higher graded specialists with conducting desk audits.
  • Reviewing management requests for classification actions.
  • Interpreting and applying position classification standards to positions to determine the correct pay category, occupational series, title, and grade level.
  • Preparing evaluation reports and discussing findings with management and employees.

Education Substitution: GS-09: A master's degree or equivalent graduate degree, two full years of progressively higher-level graduate education leading to such a degree, a J.D. or an LL.B. degree from an accredited college or university may substitute for experience required at this level. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combining Experience and Education: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified.
