This position is an exempt position at pay grade 217.
Attendance
Non-rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm; must be available to work additional hours as needed.

Overview
Lead recruitment division in the effort to recruit qualified candidates for the City of Corpus Christi. Manage team in recruiting efforts, policy and procedural adherence, research and deployment of best practices in Human Resources industry for the benefit of the City of Corpus Christi.
Responsibilities
- Plan, develop, administer, and supervise recruiting efforts for all City departments.
- Responsible for full cycle recruiting activities, plans, and initiatives for the City.
- Create strategic goals and plans.
- Develops, analyzes, and reports on metrics for divisional progress, processes, and improvement.
- Establishes procedures and practices to support department staffing needs citywide.
- Coordinates and participates in the revision of policies and procedures in assigned area of Human Resources.
- Monitors contract compliance and cost from outside vendors or administrators, as necessary.
- Supervise assigned personnel in recruiting division.
- Schedule, assign, instruct, guide, and confirm work accuracy, effectiveness, and efficiency.
- Provide guidance and opportunity for job training, and other professional development and growth.
- Enforce personnel rules and regulations and work behavior standards fairly and equally.
- Counsel, motivate and maintain team harmony.
- Evaluate performance of the individual and in a team setting for team effectiveness.
- Researches and analyzes information for projects as assigned.
- Research policy or procedure changes as required by federal, state, or municipal statutes.
- Plan for any required changes and follow through with implementation to ensure compliance.
- Serve as a professional resource in assigned area for citywide efforts.
- Will be required to resolve issues of high complexity and confidentiality.
- Serve as the Custodian of Record for the Human Resources Department for personnel files.
- Manage data and files by supervising the electronic filing system of record.
- Provide responses for audit, via internal or external auditors, when required.
- Plan, develop, administrator, and supervise the talent acquisition module of the HIRS.
- Assist in the design, testing, development, and maintenance of the HRIS in conjunction with IT Department and/or HRIS vendor.
- May be asked to perform other duties as assigned.
Qualifications
- Bachelor’s degree.
- Minimum of 6 years of relevant experience.
- A combination of education and relevant experience may be considered.
- A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire.

Basis of Rating
Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
