In collaboration with the Employee Relations Coordinator, the Employee Relations Investigator will review complaints and inquiries related to personnel matters received through the employee complaint reporting process. This work includes identifying the scope of the investigation; developing investigation plan, including identification of persons to be interviewed, topics to be covered and appropriate timelines; conducting interviews; drafting related reports or summaries; ensuring all related correspondence, documents, reports, etc., are filed appropriately; and drafting and disseminating closure correspondence to participants in the investigation. In some instances, this position will require debriefing with DAS-HRE assigned staff and/or agency representative(s) concerning the outcome of the investigation. In addition to the duties described, this position may be asked to complete special projects/assignments assigned by the DAS Director or General Counsel.
A successful candidate will have experience in conducting personnel investigations, including:
- Conducting interviews with complainants, witnesses, and subjects of complaints to obtain all facts necessary to analyze a complaint.
- Experience in analyzing complex information and developing fact-based conclusions using a variety of resources and techniques.
- A proven proficiency in drafting reports that accurately set forth the facts uncovered during an investigation and apply workplace policies to those facts to assess whether those policies were violated.
Due to the sensitive nature of the topics investigated, successful candidates must be able to maintain a high level of confidentiality in their work.Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
- Graduation from an accredited four-year college or university with a Bachelor's degree and experience equal to four years of full-time work in one or more professional-level Human Resources management areas such as employment, recruitment, position classification, compensation, labor relations, collective bargaining, safety, worker's compensation, wellness, and benefits administration.
- A combination of a total of eight years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work equals one year of full-time experience.
- Graduation from an accredited law school.
- Current, continuous experience in the state executive branch that includes three and a half years of full-time work as a Human Resources Professional 1.
