Reports to: The Human Resources Manager is responsible and accountable to the senior vice president-resource management for the efficient operation and coordination of the Human Resources department.
Basic function: Monitor, coordinate, maintain, implement and develop controls for the consistent and uniform application of all Human Resources functions and responsibilities which are responsive to the needs and goals of the company and within established policies and procedures.
Job duties: Develop, and upon approval, implement, coordinate, administer and foster the growth of company, review and revise as needed company polices such as; alcohol and drug policy, attendance policy, eeo/aa policy, accrued benefits, facer, salary administration, out training and employee development.
Direct employment activities by interviewing and/ or coordinating interview to assure properly qualified applicants are recruited and hired for company openings, develop, maintain and document contacts with recruitment sources
Keep updated on changes in labor laws, unemployment insurance, federal motor carrier regulations equal employment opportunity and other employment relations trends, advise management of changes, ruling, decisions, etc. and explain their implications.
Serve as company EEO officer and promote the company’s EEO program among all personnel. Prepare all information for federal and state eel compliance reviews and serve as company presentative at reviews, investigate all complaints of harassment and discrimination, maintain file documentation, strive to resolve all employee complaints and allegations. Represent company at hearing and reviews regarding such complaints/allegations. Serve as me/web liaison. Assist engineering department with subcontractor compliance regarding eel/aa issues.
Handle unemployment claims on behalf of the company at all hearings and appeals.
Coordinate, review/ revise salary administration program by reviewing prevailing industry and area pay trends, reviewing/revising job descriptions. Preparing employee evaluations, reviewing salary increases, and upgrades.
Coordinate and arrange company personnel functions: Christmas banquet, safety and service awards, retreats, training seminars, etc.
Write/edit and publish various communications for employee: the communicator, payroll suffers, workshops, etc.
Administer company merchandise program and frequent worker program. Collect monies, keep investor and order supplies from vendors.
Work closely with the risk manager and the employee development specialist. Assist their departments with the administration of policies and programs
Develop a cooperative working relationship with other departments assist them in reaching their goals.
Supervise, direct and assist the HR/Risk administrative assistant with duties relating to the HR department; maintain computerized data base files, employee changes, personnel file confidentiality, reference inquiries, paycheck distribution, employee attendance, etc.
Carry out additional duties as assigned by executive officers.
Knowledge broad knowledge of the discipline of human resource management which covers several specialized fields; employee relations, training, administration, benefits, etc.
Experience over 1.5 years up to and including 3 years to become familiar with different aspects and responsibilities of position.
Complexity duties a wide variety of duties involving intensive knowledge of related organizational policies and procedures and their application to cases not previously covered, position participates in formulating and caring out organizational policies, programs and objectives, duties require considerable judgment to work independently toward general results, to devise new or modify and adapt existing methods, techniques and procedures to meet new or unusual requirements and to make related decisions guided by precedent and in some cases based on conclusions where there has been little precedent.
Supervision received under administrative direction, working from policies and general objectives, rarely referring specific cases to superior unless clarification or interpretation is required.
Errors duties at times involve the preparation of data on which top management bases important decisions, work not subject to audit or check, involving considerable accuracy and responsibility, initial errors would be difficult to detect and could have adverse effect causing liability regarding employment practices.
Contacts with others Outside and inside contacts involving caring out organizational policy and programs and influencing others where improper handling will have a marked effect. Contacts also involve dealing with persons of higher rank requiringexplanation, discussion, persuasion and obtaining approvals. Considerable tact required
Confidential data Full and complete access to some confidential reports, records plans and programs of the company, which requires the utmost integrity and where disclosure could lead to liability and loss of goodwill.
Physical demand Occasional lifting or moving of average weight material (over 25 pounds)
Physical activity Position requires ability to visit personnel on job sites, to express or exchange ideas with personnel by means of the spoken word and the ability to perceive sounds on job sites and to receive detailed information given through oral communication.

Working conditions Good working conditions, occasional exposure to elements such as noise, dust or heat.
Character of supervision General supervision of a department involving responsibility for results in terms of costs and methods, shape and interpret company policies and monitor compliance by personnel.
Scope of supervision Direct responsibility for supervision of hard personnel. Position does have influence to recommend and to carry out the employment process of, hiring firing, upgrading, training, etc. of other department’s personnel.
