The Department of Human Resources oversees personnel programs, job announcements, recruitment, selection, classification, records, training, compliance, and benefits for employees and County departments.
As the Human Resources Generalist, you will provide full scope responsibilities for all facets and coordination of employee benefits administration within mandatory and County regulations, with concentration on self-insured plans. This position serves as liaison between the employees and benefit providers. Assists employees with benefit-related questions and procedures. Prepares monthly reconciliation of benefit invoicing and processes terminated employees and other extended tasks related to benefits. Requires advanced knowledge of benefit plan designs, regulatory requirements, administration, and communication skills.
Essential Functions
  • Manages all benefits offered by the County. Processes and verifies enrollment, changes, and billing.
  • Manages Affordable Health Care Act compliance, tracks and processes reporting and payments to include Patient-Centered Outcomes Research Institute (PICORI Fee) 1094 and 1095 IRS reporting.
  • Verifies health, dental, vision, health Flexible Spending Account (FSA), Consolidated Omnibus Budget Reconciliation Act (COBRA) enrollments and payments. Prepares monthly reconciliation of benefit invoices.
  • Assists with and manages the annual Open Enrollment process. Verifies and processes changes with benefit providers and payroll.
  • Maintains and serves as Administrator for BenTek, the web-based benefits management software and any other relevant Human Resources Information System (HRIS) programs for the County, as assigned. Creates and implements training for BenTek (including other HRIS programs) to new users and for on-going refresher courses.
  • Processes Personnel Action Request forms and updates accordingly in the HRIS program.
  • Manages the employee health clinic expenditures, verifies employee eligibility, monthly census, and termination reporting.
  • Maintains and verifies Health, Dental, Vision, Tobacco and Health and Dependent FSA's expenditure and revenue journals.
  • Processes new hires, terminations, qualifying events, and any changes related to employee personal records and benefits.
  • Assists with new hire onboarding functions by presenting employee benefits and resources during New Hire Orientation.
  • Provides assistance, to the front desk (HR Associate), as needed.
  • Responds timely to inquiries from the public, staff and retirees regarding HR functions or services, and benefit-related questions.
  • Performs other duties as required.

Minimum Requirements
Education, Training, and Experience
  • High School Diploma/GED equivalent, Bachelor's degree preferred.
  • Five (5) years of progressive and relevant experience directly related to the duties specified or relevant field.

Certificates, Licenses, Registration, Skills
  • Valid Florida Driver License (or must obtain within 30 days of establishing residency in Florida), or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle.
  • Professional in Human Resources (PHR), SHRM Certified Professional (SHRM-CP) or similar Human Resources professional certification preferred.
  • Excellent customer service skills, communication skills and strong attention to detail required.
  • Must have strong organizational skills to plan, prioritize, multi-task and independently execute projects/tasks within specific deadlines while maintaining flexibility.
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).
  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
    • IS-100.c: Introduction to the Incident Command System (ICS)
    • IS-700.b: An Introduction to the National Incident Management System

Physical Requirements/Work Environment
  • Requires sitting most of the day.
  • The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.
  • The job requires frequent bending, twisting, and occasional squatting, climbing, kneeling, balancing, and reaching above shoulders.
  • The job requires the completion of tasks that involve simple grasping, pushing, pulling, fine manual manipulation, and typing.
  • The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.

Emergency Response/Recovery Activities
  • All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens. Emergency response duties may also include driving and/or operating a county vehicle or equipment and employees must obey all safety policies, and roadway rules and laws.
