ABOUT GALT
Incorporated in 1946, Galt is a growing community with approximately 26,000 residents located approximately 20 miles south of Sacramento along Highway 99. The City is led by five elected council members, the Mayor being appointed.

The City is known for its annual Independence Day Celebration with fireworks and the Winter Bird Festival. We also offer the Galt Market, an open air market held every Tuesday and Wednesday offering great deals on fresh fruits and vegetables, clothing, home furnishings and much more.

Enhanced by its mild seasonal climate and numerous parks, Galt features a variety of activities for youth and adults such as t-ball, baseball, football, soccer, swimming and swim lessons, karate, exercise classes and many more choices to meet the needs of the community.
The City of Galt is located in the heart of the Delta Recreation Area in Northern, California. Thirty minutes away are the Sierra Foothills and the Sacramento Delta. Reno, Lake Tahoe, San Francisco and the CA coast are all within a two hour drive making Galt a recreational haven for boat lovers and outdoorsmen alike.
ABOUT THE POSITION
The City of Galt is seeking a dynamic and innovative professional to serve as Human Resources Director. The ideal candidate is a collaborative and proactive team-player with proven leadership and management abilities as well as solid knowledge and understanding of public sector employment practices.
BASE PAY:
Human Resources Director - $10,623 - $12,910 per month (current salary)
Human Resources Director - $11,099 - $13,488 per month (effective 5/6/2024)
ADDITIONAL PAY (UPON ASSIGNMENT AND ELIGIBILITY):
  • Longevity Pay- beginning at 15 years of service - 5%; 20 years of service 7.5%.
  • Bilingual Pay - $50 per month.
  • Cell Phone Stipend - $75 per month.
  • Medical-in-lieu - Employees who waive the City's medical coverage shall receive $200 per month for employee only, $350 per month for employee plus one, and $500 per month for family.
BENEFITS:
  • Tuition Reimbursement - Up to $4,000 per fiscal year.
  • Holiday Pay - 14 holidays; thirteen (13) paid holidays and one (1) floating holiday. Thirteen (13) fixed holidays observed: New Year's Day, MLK Jr. Day, Presidents Day, Cesar Chavez Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve and Christmas Day.
  • Vacation Leave - 120 hours.
  • Admin Leave - 100 hours effective July 1st of every year.
  • Sick Leave - 96 hours per year.
  • Heath Insurance - City pays a generous portion of the CalPERS medical premium (9 options), City pays 100% for dental and vision premiums.
  • Life Insurance - City paid $100,000 policy and $1,500 policy for dependents.
  • Long Term Disability - City paid policy-benefit is up to 60% of base salary.
  • EAP - Confidential employee assistance plan.

The Human Resources Director will possess an honest, thoughtful, and positive approach in working with department directors, employees and labor unions. The Human Resources Director will set the tone and maintain an organizational culture that embraces respect and equality. The Human Resources Director will be an advocate for employees and management staff. The selected candidate will be personable, approachable and highly ethical.
The Human Resources Director reports directly to the City Manager and plays an essential role on the City's management team. Along with the support of the Human Resources Analyst and two Human Resources Technicians, the Human Resources Director designs, develops, implements and administers a wide variety of Human Resources activities, including recruitment and selection, classification and pay, performance management, employee relations activities, risk management, benefits administration, and organizational training and development.
The ideal candidate will be knowledgeable regarding all aspects of public sector Human Resources. A Bachelor's degree with major coursework in Human Resources or business administration or related field and five (5) years of progressively responsible experience is required.
This position is a strategic partner and a hands-on participant in the day to day operations of the department which services approximately 150 full time and approximately 100-150 part-time and temporary/seasonal positions (Galt Flea Market and Parks & Recreation). Because of the diversity of the responsibilities, the Human Resources Director must be flexible and possess the ability to manage time and workload, prioritize overlapping and sometimes competing objectives, and develop solutions to complex problems.

Receives administrative direction from the City Manager. Exercises general supervision over technical and administrative support staff.
CLASS CHARACTERISTICS
This is a department director classification that oversees, directs, and participates in all activities of the Human Resources and Risk Management division, including short and long-term planning and development and administration of departmental policies, procedures, and services. This class provides assistance to the City Manager in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy and municipal functions and activities, including the role of an elected City Council, and the ability to develop, oversee, and implement projects and programs in a variety of areas. The incumbent is accountable for accomplishing departmental planning and operational goals and objectives and for furthering City goals and objectives within general policy guidelines.

  • Assumes full management responsibility for all Human Resources programs, services, and activities, including risk management, occupational safety, workers' compensation, recruitment and selection, employee benefits administration, job analysis and classification, compensation, employee and labor relations, labor negotiations, employee training and development, and general Human Resources administration.
  • Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the department; establishes, within City policy, appropriate budget, service, and staffing levels.
  • Manages and participates in the development and administration of the department's annual budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary; provides data necessary for the City's cost allocation plan.
  • Selects, trains, motivates, and directs assigned employees; evaluates and reviews work for acceptability and conformance with department standards, including program and project priorities and performance evaluations; works with employees on performance issues; implements discipline and termination procedures; responds to staff questions and concerns.
  • Contributes to the overall quality of the department's service by developing, reviewing, and implementing policies and procedures to meet legal requirements and City needs; continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of change.
  • Manages a centralized recruitment and selection process that complies with all federal, state, and local laws and regulations; conducts interactive meetings with candidates requesting accommodation (ADA) in the testing process; oversees the selection process for new employees.
  • Manages the City's training program, including new employee orientation, mandated training, health and safety training, and supervisory training; maintains training records and implement new training delivery methods and training programs.
  • Administers the City's performance evaluation program, grievance procedure, and equal employment opportunity program.
  • Manages the meet and confer process with employee representatives; participates in the development of the City's position with respect to the meet and confer process; prepares and reviews contract language; and prepares handouts and agendas for City Council closed session meetings.
  • Manages the classification and pay plan including conducting classification reviews, salary and benefit studies, and preparing job descriptions.
  • Manages the employee benefits programs including medical, dental, vision, employee assistance, life & accidental death and dismemberment, long term disability, section 125, retirement, and COBRA.
  • Manages the workers' compensation and general liability claims program.
  • Participates on task forces and other City committees; and represent the City in meetings, hearings, and conferences.
  • Prepares and directs the preparation of a variety of written work including contracts, Memoranda of Understanding, MOU amendments, Requests for Proposals, letters, memoranda, staff reports, resolutions, ordinances, the biannual Equal Employment Opportunity Report, and the annual OSHA Form 300 and 300A.
  • Advises and makes recommendations to department managers regarding complex and day-to-day personnel issues and organizational changes.
  • Analyzes laws, legislation, and requirements pertaining to public personnel administration, risk management, worker safety, employee benefits, employee leaves, and general Human Resources related issues; recommend policy and procedural changes to implement adopted legislation.
  • Provides assistance and consultation to departments on safety issues and concerns; updates the City's executive team on safety concerns; and makes recommendations on safety improvements.
  • Ensures compliance with federal and state laws related to benefits and return to work including: Family Care and Medical Leave; Pregnancy Disability Leave; Workers' Compensation Leave; California Family Rights Act; and the Americans' with Disability Act.
  • Responds to requests for information from the public, other agencies, employees, employee associations, regulatory agencies, and other City departments.
  • Develops presentations to the City Council, City employees, labor associations, and others as required; creates handouts, agendas, and presentation materials for meetings as needed.
