Summary
The City of Soldotna is recruiting for a regular full-time HR Assistant.
This position is open until filled with a first review of applicants on 3/24/2024.
Under the general supervision of the Human Resources Manager, this position provides a full range of administrative support, often of a confidential nature, related to recruitment and onboarding, employee retention, performance management, wellness program, employee compensation and benefits, and other general functions of the Human Resources Department.

Detailed Work Activities
  • Assists with confidential personnel information as it pertains to compensation, benefits, and Human Resources.
  • Assists the HR Manager in many human resource functions; including but not limited to FMLA, recruitment, employee onboarding, tracking performance evaluations, job description revisions, required reporting, salary & benefits surveys, and wellness programs.
  • Assists in tracking annual training and managing training platform.
  • May act as HR representative on various committees.
  • Provides information to employees regarding benefits, personnel policies, and general procedures related to HR functions.
  • Assists in maintaining compliance with operating procedures, City ordinances, State and Federal laws, and union agreements.
  • Assists with creating and maintaining employee personnel files.
  • Updates the City's website for HR related content; including job postings, staff directory, benefit information, employee forms, etc.
  • Performs research and gathers information for various HR related functions or for special projects as assigned by the HR Manager.
  • Composing, editing and proofreading documents and correspondence some of which may be of a confidential manner.
  • Performing other related work as assigned.

Desired Knowledge, Skills and Abilities
  • Basic knowledge of human resource programs, procedures, rules and regulations.
  • Exhibits good judgment and professional integrity.
  • Proficiency with Microsoft Office programs, including Excel, and Word.
  • Familiarity with or ability to learn document construction techniques, desktop publishing, and basic graphic design.
  • Knowledge of general office practices and procedures, filing, and use of office equipment.
  • Capable of managing multiple assignments or projects simultaneously, perform tasks with minimal supervision, and complete duties with inflexible deadlines.
  • Ability to understand and carry out oral and written instructions and to communicate effectively both orally and in writing.
  • Exhibit strong interpersonal skills and ability to maintain good working relationships.
  • Must maintain confidentiality as a general business practice.

Qualifications
High school diploma or equivalent is required. A minimum of four years of administrative and/or office experience, of which two years of experience and/or training in Human Resources is preferred. Any combination of experience and education in Human Resources and administrative assistant field providing the applicant with the knowledge, skills, and ability required to perform the essential functions of the position may be considered.
Must have a valid drivers license. Must have and maintain a good driving record.
WORK ENVIRONMENT Work is performed in an office setting, adequately heated, lighted, and ventilated.
PHYSICAL DEMANDSWhile performing the duties of this job, the employee is frequently required to use hands and fingers dexterously to operate office equipment including telephones, photocopiers, computers, and keyboards; communicate orally in person and on the telephone; sit for extended periods of time; and stand, walk, stoop, crouch and reach with hands and arms. The employee must be able to lift and/or move up to 30 pounds. Specific vision requirements include close, distance and peripheral vision, the ability to adjust focus, and the ability to judge distances and spatial relationships. The employee must be able to hear and to talk and to communicate verbally in-person as well as on a telephone.

Step Increases
  • Regular employees serve a six month probationary period (police officers serve one year). After completing six month probationary period (or six months service for police officers) with a favorable evaluation, regular employees will be eligible for a step increase. Step increases are given annually thereafter based on a favorable evaluation.
