Description: Human Resources and Public Relations Manager
Job Summary: The Human Resources and Public Relations Manager will assist the Superintendent and other administrative staff with the all matters relating to the employment of individuals by the district.  In addition, the Human Resources and Public Relations Manager will also be responsible for communications issued by the district to the public through written correspondence, oral presentations, and/or social media posts.  This includes the development and implementation of a marketing plan for the district.
 
Essential Functions: 
 
            Human Resources Functions
  • Assist in the preparation and updating of the employee handbook.
  • Assist with recruitment, hiring, interviewing of employees and the processing of all associated paperwork.
  • Plans and implements employee onboarding procedures.
  • Assist with mandated employee evaluations.
  • Coordinates and oversees substitute coverage for classified and certified staff.
  • Assist with matters relating to employee discipline, termination, resignation and retirement, including exit interviews and any associated paperwork.
  • Attend meetings with school superintendents, principals, and school boards.
  • Coordinate with the Treasure for the distribution of payroll checks, earnings statements, and tax information.
  • Communicates and coordinates with the Superintendent and Treasurer regarding budgetary matters and district financial planning.
  • Maintains and updates personnel files.
  • Ensure compliance with federal, state and local employment laws, including affirmative action and Equal Employment Opportunity (EEO).
  • Keep the staff directory and organizational charts up to date.
  • Maintain records and reports, including teacher certifications and professional development hours.
  • Participate in and assist with union contract negotiations.
  • Administer employee benefits and serve as a resource for employees with benefits questions.
  • Serve as liaison between administrators, professional and support staff, school board and teacher's and classified unions.
  • Supervise and direct the activities of others serving in Human Resources roles within the district.
  • Verify candidates' credentials, including licensing and certification if required for the position. 
  • Perform or arrange for reference checks and background checks.
  • Manage and administer all district leave policies, including FMLA, workers' compensation, etc.
  • Oversee and conduct any needed investigations into employee, parent or student complaints or allegations as needed.
  • Oversee, arrange for and/or conduct all required Human Resources policy trainings for district employees.
  • Any additional tasks as needed or as assigned.
 
            Public Relations Functions
  • Develop, execute and evaluate marketing plans to promote the district's mission, programs and achievements (including staff and student achievements), and to increase community and internal knowledge of school division priorities and accomplishments.
  • Plan and execute the district's advertising and promotion activities.
  • Establish and maintain relationships with business and community leaders, district staff and students, and the community to build awareness and support for district's initiatives and programs.
  • Manage social media for the district, setting guidelines, planning content and providing staff training as needed.
  • Write, edit and publish a variety of communications and Publications to facilitate and enhance awareness of the district's programs, events, activities and accomplishments.
  • Develop and implement consistent messaging to ensure cohesive two-way communications with internal and external audiences.
  • In consultation with the Superintendent, serve as or assist with crisis communications in the event of a crisis situation within the district.
  • Coordinate with the Superintendent to provide prompt an appropriate responses to media inquiries.
  • Collaborate and assist other district employees as needed with both internal and external communications.
  • Coordinate and manage district special events.
  • Any additional tasks as need or as assigned.
 
Qualifications:
  • Bachelor's Degree in the areas of Human Resources, Public Relations, communications or related field preferred.
  • Prior experience in a Human Resources role or related experience.
  • Strong communication (both oral and written) skills.
  • Successful completion of any required background check and/or drug test prior to employment.
  • A working knowledge of applicable statutes and regulations, including but not limited to Ohio Revised Code provisions, FERPA, FLSA and FMLA.
  • Proficient with technology, including Microsoft Office, Google Docs, Slides, etc.
  • Ability to consistently report to work as scheduled.
  • Ability to think and act independently and handle pressure situations as they arise.
  • Ability to work with others in a collaborative environment.
 
Working Conditions: The individual filling this position will be a salary exempt employee and is expected to generally work 40 hours/week M-F between the hours of 7:30 a.m. - 4:00 p.m. with exact schedule to be set upon hiring.  Hours in addition to those regularly scheduled, along with some night and weekend hours may be required.
 The individual will have a dedicated office space located inside the district's administrative building located at 1824 Harris Road, Sheffield Village, Ohio.
