Job Duties:
The City of Virginia Beach’s Department of Human Resources seeks an innovative and forward-thinking Human Resources Manager to create and deliver people practices that develop and maintain positive working relationships between the organization and its people. This position leads a diverse team of professionals under the direction of the Human Resources Director – Employee and Labor Relations working closely with departments and employees, ensuring that people practices are fair and transparent. You will provide professional and consultative work in the Employee Relations Division.

The HR Manager effectively oversees multifaceted leave and absence management and employee relations cases as well as program compliance with all related employment laws. This position is responsible for meeting leave and absence management team goals as well as administering procedures, policies, tools, and standards to ensure compliance and holistic case management.
Key duties of this position include, but are not limited to:
- Extends work assignments, assesses work activities and outcomes, and determines precedence as prioritization conflicts arise, maintaining a focus on staff development.
- Supports the ER division’s short- and long-term planning.
- Manage key division projects and activities.
- Works closely with ER staff and organizational leaders in support of the return-to-work program. These may include cases stemming from workers’ compensation, FMLA, and other leave.
- Serves as the ADA subject matter expert to include complex case management and peer case file reviews.
- Oversees the maintenance of HR-related leave and absence management information within the City’s HRIS.
- Provides analysis on organization trends, developing and implementing change management initiatives to assist departments in achieving organizational goals.
- Documents processes and procedures to reduce errors and omissions, minimize audit flags, and ensure consistency of practices.
- Evaluates work processes to determine strategies and programs that provide greater productivity and efficiency of absence management functions.
- Produces and manages reporting metrics and analytics for leave and absence management cases. Present reports as requested.
- Independently conducts complex workplace investigations and makes appropriate recommendations for corrective actions.
- Drafts EEOC position statements, investigative reports, grievability determinations, and other professional documents in compliance with City policy and applicable laws or regulations.
- Conducts effective internal and employee meetings to support consistency and shared understanding.
- Develops and facilitates a variety of ER training.

Minimum Requirements:
Minimum Qualifications: Requires any combination of: Requires any combination of education (above the high school level) and/or experience equivalent to eleven (11) including two (2) years in a supervisory role or lead role, in fields utilizing the required knowledge, skills, and abilities and associated with such positions such as HR Analyst or HR Manager.
Special Requirements: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and City-wide emergencies.

Preferences:
ER experience

SHRM, HRCI or related certifications.
Bachelor’s Degree in HR or related fields.
Municipal or State Government HR experience.
Knowledge of general and specialized HR theories, principles, policies, and practices.
