Nature and Scope of Job:
The job of Human Resource Generalist provides general support to the delivery of Human Resource (HR) services and practices; providing information to employees regarding policies, benefits, and assisting in ensuring that Human Resource functions conform to all applicable regulatory requirements.
The HR Generalist:

  1. Monitors the substitute management system on a daily basis for accuracy and accountability, and arranges training for substitute teachers. This position supports substitutes and serves as a liaison between the regular classroom teacher and the substitute and coordinates meetings and accommodations governed under section 504 of the Rehabilitation Act of 1973.
  1. Assists with coordination of the district's benefits, worker's compensation claims, and unemployment; interpreting and applying federal, state, and local policies, procedures, laws and regulations to ensure maximum benefits for employees.
  1. Assists in ensuring accuracy of information and compliance within established district and government guidelines; operating a variety of equipment in the mailing and reproduction of materials and ensuring the availability of required materials and equipment; assisting with fingerprinting for new employees, and providing excellent customer service to district staff.
  1. Will oversee the District's Employee Data System and hard copy filing systems. The HR Generalist will define and maintain the process flows for all avenues of employee data entry and change. This individual must have the ability to effectively manage the District's data and WDE reporting process. The HR Generalist must promote an atmosphere conducive to the effective operation of the department and ensures optimal services are made available to all district personnel, applicants, the general public, representatives from all levels of education, civic organizations, business professionals in a courteous and professional manner. This individual must be self-motivated, well organized and possess the ability to prioritize work duties and adapt to a constantly changing workload. The HR Generalist will assist the Director of Human Resources/Elementary Secondary Education with general office procedures on a daily basis. The HR Generalist will assist classified and certified applicants on a daily basis by processing paperwork from the initial contact with the Human Resources Office through the final step of recommendation for hire. This individual will assist administrators with screening classified applicant files. The HR Generalist will work closely with school secretaries and keep track of enrollments for grades K-12.
  1. Provides information to employees regarding policies, regulations and contract language; addressing a variety of issues and/or providing general support; assisting in ensuring that Human Resource functions conform to all applicable regulatory requirements.
  1. Is the Title IX Coordinator and assists with all Title IX requirements and roles (i.e. Title IX investigator).
    Job Functions

Essential Functions:
  1. Maintains confidentiality of student and personnel information and records at all times.
  2. Assists all applicants and current employees in obtaining certification or job requirements.
  3. Communicates with a variety of stakeholders (e.g. district employees, administrators, and departments; applicants, and general public, etc.) for the purpose of providing information and assistance concerning employment, recruitment, and certification requirements.
  4. Coordinates employment process (e.g. advertising, processing applications, preparing screening criteria, administering tests, scheduling interviews, enrolling new employees, etc...)
  5. Assists in providing information and assistance concerning employment, recruitment, personnel records and/or association relations and related legal requirements.
  6. Assists certified staff in acquiring their Professional Teaching Standards Board Teaching Certificate. Reviews files of recommended candidates for employment to determine the proper placement on the district salary schedule. Makes recommendation of placement to Director of Human Resources.
  7. Facilitates effective communication and collaboration with administrators, department heads, or team leaders to assist substitutes in accurately following District priorities before initiating any teaching or other procedures not specified in the Substitute Teachers' Guide.
  8. Models, maintains and emphasizes established District policies.
  9. Monitors and assumes responsibility of the substitute management system in days or hours worked for accuracy and accountability of District substitutes.
  10. Reports in writing, as requested by the District, data to inform effectiveness, needs and successes of the substitute program.
  11. Assumes individual responsibilities assigned by supervisor, which may relate to training work or other planning and professional assignments.
  12. Works closely with the payroll department to verify wages and all other aspects of personnel.
  13. Verifies all district Extra-Duty payments.
  14. Ensure timely and accurate reporting of data to Federal and State authorities.
  15. Organizes, understands, and communicates compensation, benefits, and insurance to various stakeholders
  16. Prepare and inform Chief Financial Officer and Human Resources Director of all reports associated with School District Insurance to include:

a. Health insurance monthly updates of changes in employees filing status, a yearly summary of all covered employees, and special reports requested periodically.
b. Life Insurance monthly updates of employee coverage, a yearly report updating the insurance amount of all covered employees to correspond with their yearly salary, and reporting of beneficiary changes as requested by personnel.
c. Worker's Compensation monthly report to the State Agency reporting all covered employees and their gross wage for the month; file all reports necessary for employees hurt or injured while on the job; report yearly to OSHA all work related injuries.
d. Correspondence and filing of Unemployment Insurance to the State Agency.
e. Retiree drug subsidy and list.
  1. Coordinate with the Chief Financial Officer and Director of Human Resources to complete the following:

a. Process incoming worker's compensation paperwork.
b. Follow up on insurance questions or concerns from employees/retirees.
c. Answer questions on Worker's Compensation.
d. Respond to Unemployment Insurance requests for information.
e. Attend and take minutes at Insurance Committee meetings.
f. Prepare District housing contracts.
g. Conduct new and current employee orientation and benefits sign up.
h. Assist with the annual financial audit (i.e. actuary reporting and retiree contribution report, ect.).
  1. Responds to inquiries from a wide variety of internal and external stakeholders (e.g. district-wide administration and personnel; government agencies; community organizations; benefactors/retirees; benefits providers, etc.) for the purpose of providing information; interpreting Human Resource Services policies and procedures; facilitating communication among parties; and/or providing direction.
  2. Review pertinent legislation and ensure compliance with rules, regulations, and laws (i.e. Title IX laws; and highly qualified requirements, etc.);
  3. Conducts investigations for the purpose of gathering multiple perspectives and facts on issues to create an investigation report for the Human Resource Director.
  4. Investigate, analyze, define issues, and draw conclusions on situations.
  5. Develops a wide variety of written materials (e.g. forms, procedures, brochures, pamphlets, etc.) for the purpose of documenting activities, providing written reference, and/or conveying Human Resource information.
  6. Mediates conflicts between district staff for the purpose of resolving issues and healing relationships.
  7. Respond to and resolve difficult and sensitive inquiries and complaints.
  8. Maintains manual and electronic documents, files and records (e.g.vacancy listings, applicant tracking, personnel forms, employee files, etc.) for the purpose of providing accurate information in compliance with established guidelines.
  9. Processes documents and materials for the purpose of disseminating information to appropriate parties.
  10. Research information required to manage assignments (e.g. relevant policies; current practices, etc.) for the purpose of developing new programs/services, ensuring compliance with legislative requirements, securing general information for planning and/or responding to requests.
  11. Responds to written and verbal inquiries from a variety of internal and external sources for the purpose of resolving problems, providing information and/or referring to appropriate personnel and/or identifying the relevant issues and recommending or implementing a remediation plan.
  12. Participates in meetings that involve a range of Human Resources issues (e.g. personnel actions, regulatory requirements, actions involving outside agencies, inter-department needs, etc.) for the purpose of developing recommendations and/or supporting other staff.
  13. Serves as a liaison to schools and departments for the purpose of conveying and/or gathering information required for district operations
  14. Recommends policies and/or actions (e.g. issues related to Human Resource Services, etc.) for the purpose of providing direction and/or decision making.
  15. Provide staff assistance to the Associate Superintendent; prepare and present staff reports and other necessary correspondence.
  16. Assists Human Resources with onboarding new employees (e.g. fingerprinting and ID badges, etc.) for the purpose of ensuring the efficient and effective functioning of the work unit.
  17. Attends meetings as assigned for the purpose of conveying and/or gathering information required to perform functions.
    1. Take minutes at Policy Committee meetings, get all new policies ready for the Board, send all new policies and policy changes out.
    2. Take minutes at Insurance Committee meetings and communicate as necessary.
  18. Orders supplies for the purpose of ensuring availability of items as needed.
  19. Attends legal hearings (e.g. Worker's Compensation, unemployment, etc.) for the purpose of providing testimony and monitoring proceedings.
  20. Coordinates employee leave benefits (e.g. FMLA, Short-term and Long-term Disability, Sick Bank, and Worker's Compensation programs, unemployment reporting, etc.) for the purpose of providing maximum coverage to employees within contract and legal specifications under district guidelines.
  21. Investigates Workman's Compensation Claims
  22. Responds to inquiries from employees and/or external parties (e.g. status of claims, leave eligibility, etc.) for the purpose of resolving issues, facilitating communication among parties, and/or providing information or direction.
  23. Coordinates the preparation and analysis of all insurance claims, student injury incidents, and OSHA reports for the purpose of ensuring the timely and accurate presentation of facts.
  24. Work cooperatively with the Sweetwater One Foundation in promoting the mission, events, and assisting with communication.
  25. Attend Sweetwater One Foundation meetings to take notes and distribute communications.
  26. Oversee all employee data within the District's Employee Data System.
  27. Coordinate the accurate input and use of employee data within the District's Employee Data System.
  28. Ensure all employee data is documented, accurate, and updated in a timely manner.
  29. Oversee employee data contained in hard copy files throughout the CAB.
  30. Condense and manage employee hard copy data.
  31. Generate and submit Human Resources, employee, and student data reports (i.e. WDE 602, 608, 609, and 652) to appropriate requesting organization.
  32. Create and manage employee data collection and reporting processes.
  33. Apply Sweetwater County School District Number One's record retention procedures.
  34. Opens and sorts HR mail on a daily basis.
  35. Keeps track of enrollment for K-12.
  36. Administers and scores U. S. Government and Wyoming Constitution tests.
  37. Administers the ParaPro test for highly qualified status.
  38. Notifies Payroll of new hires, terminations, and salary position changes concerning personnel.
  39. Assists the HR Director with the following:
    1. budget preparation,
    2. budget transfers,
    3. inputs pending purchase orders within the time frame established by the Director of Human Resources and Finance Department,
    4. maintains copies of department purchase orders,
    5. and monitors the receipt of materials purchased.
  40. Maintains Homebound files and information on district-placed students.
  41. Sends fingerprint cards to the Attorney General's Office in Cheyenne, and does any follow-up necessary.
  42. Maintains drug testing and fingerprinting files (confidential files) for the district. Informs Director of Human Resources of any negative responses to either.
  43. Prepares information for the Board of Trustees Meeting as needed.
