General Definition of Work
The Maintenance Specialist is responsible for the direct maintenance, custodial work and repair of all HRA rental units, common areas, office areas, grounds and heating and mechanical plants.
Essential Functions
  • Respond in a timely manner to scheduled and emergency work orders.
  • Communicate effectively with team members regarding planned and completed tasks.
  • Participate in annual unit inspections and move-in/move-out inspections and walk throughs as assigned.
  • Perform basic carpentry, plumbing, electrical, building maintenance and appliance repairs.
  • Perform diagnostic testing and/or evaluate basic repairs.
  • Perform grounds keeping duties, including lawn, landscape and hardscape maintenance, seasonal maintenance and snow and ice removal as needed to maintain appearance, functionality and safety of all facilities.
  • Prepare vacant units for occupancy and ensure timely vacancy turnaround.
  • Provide after-hours coverage as needed and/or assigned and to respond to emergency service needs in a timely and effective manner.
  • Purchase of parts and inventory as needed for basic repairs.
  • Perform all other related duties as assigned in a professional and effective manner.

Qualifications and Competencies
Minimum Qualifications
  • High School diploma or GED plus a minimum of two years' experience in a position with similar job duties that meet the requirement to successfully accomplish the assigned duties and responsibilities as determined by the Executive Director.
  • Possession of a valid driver's license and access to reliable transportation.
  • Must have a MN Special Engineer boiler license or the ability to obtain it within 9 months of hire.
  • Must be available to handle emergency service calls on an on-call rotation that includes nights, weekends and holidays.

Knowledge, Skills and Abilities
  • Ability to effectively work with program participants and staff.
  • Ability to adhere to procedures which are in conformance with the HRA and federal policies and procedures.
  • Ability to use a computer and relevant software with at least limited proficiency in Microsoft Office.
  • Ability to initiate work projects, prioritize workload and work independently.
  • Must be willing to attend training deemed essential or beneficial to position or to maintain certificates.
  • Basic knowledge and experience in carpentry, mechanical, plumbing, HVAC systems and electrical repairs and replacement and use of the tools used therein.
  • Possess at least limited knowledge of applicable building and property compliance codes.

Physical demands regularly require using of hands to finger, handle, feel or operate tools or controls, stooping, climbing ladders, bending, kneeling, crouching or crawling, reaching with hands and arms, pushing, pulling and lifting, frequently requires standing, walking, climbing or balancing and repetitive motions, occasionally requires sitting. The employee must occasionally lift and/or move more than 100 pounds; frequently up to 50 pounds and constantly up to 20 pounds.
Work regularly requires operating machines, motor vehicles, equipment and tools, exposure to moving mechanical parts and occasionally working in high, exposed places, exposure to toxic chemicals and exposure to risk of electrical shock. Work is performed in a variety of environmental conditions, both indoors and out, with exposure to temperature variations, noise, vibrations, fumes, odors and airborne particles; performed generally in a moderate to loud noise location. Worker may be required to wear protective gear such as eye, ear and respiratory protection.
