Job Description:
- Performed internal studies and market analyses on a variety of compensation- related subjects, including evaluation and pricing, base and incentive pay practices, and employee performance review systems.
- Developed salary budget modeling, recommendations, and planning; conducted formal and ad hoc market studies and surveys to determine the need for changes in salary structures and salary increase budgets.
- Benchmarks jobs against survey data and other market intelligence to determine competitive compensation ranges for each position.
- Prepares and presents summary reports of job analysis and compensation analysis information.
- Gathers data from market-based compensation surveys; uses spreadsheet and data analysis techniques to assess results and market trends.
- Conducts data and cost analyses to be used in employee negotiations and collective bargaining agreements.
- Advises management on applicable federal employment regulations, compensation policies, human resource procedures, and collective agreements.

- Provide comprehensive HR support, guidance, and consultation to agency personnel and management.
- Interpret and apply federal HR laws, regulations, policies, and procedures in various HR functions.
- Manage the full employee lifecycle, including recruitment, onboarding, performance management, and separation processes.
- Collaborate with hiring managers to develop job announcements, evaluate candidate qualifications, and conduct interviews.
- Coordinate with stakeholders to ensure compliance with veterans' preference, special hiring authorities, and equal employment opportunity requirements.
- Administer and analyze assessment tools, interviews, and evaluations to determine candidate qualifications.
- Oversee the employee onboarding process, ensuring a smooth transition for new hires.
- Performs other related duties as assigned.
Qualifications:
- Bachelor’s degree in human resources, business administration or a related field (or equivalent experience).
- Must have a minimum of 5 years in a Federal agency environment.
- Strong knowledge of federal HR laws and regulations.
- Experience working in federal HR, personnel management, or related roles.
- Excellent interpersonal, communication, and relationship-building skills.
- Ability to navigate complex situations and provide effective solutions.
- Proficiency in using HRIS (Human Resources Information Systems) and other relevant software.
- Analytical thinking and attention to detail in personnel management and documentation.
- Strong organizational skills with the ability to manage multiple tasks and priorities.
- Ethical and professional conduct with a commitment to confidentiality and integrity.
- Must be proficient in the use of Microsoft Office Suite (Word, Excel, and PowerPoint).
Required Qualifications:
- Must be able to obtain and maintain the required government security check.
