Provide expertise to support department short- and long-term objectives and agency business plan. Develop and maintain client relations with hiring managers, understanding business challenges and objectives to achieve organization goal around a qualified workforce in support of the VNA vision, mission and strategic plan. Provide customer service to internal and external clients, advocating core values, culture direction and clinical business model. Assist the Vice President with employee relations, policies, job descriptions and other projects and tasks as needed to ensure the department has necessary processes in place to support the workforce and P&C deliverables. Research and propose ways to help improve the quality and efficiency of products and services delivered by the P&C team. Assist in educating associates on P&C procedures, systems, processes and policies to ensure compliance as needed and serve as first point of contact for Space Coast associates. Perform duties under some supervision by the manager, the VP P&C.
Responsibilities:
- Understand VNA business strategy, business unit and department goals and objectives, to support and deliver P&C products and services
- Stay informed of trends and best practices in HR field and share information with the P&C team to promote skills, product and service improvement as well as continuous learning for all
- Respond to managers and/or associate requests about transfers, promotions and/or changes to work status or schedules. Provide specific information to VP P&C so that final decision may result in a mutual agreement and benefits all parties, and to appropriate P&C team members on changes that do not require Executive decision, so that appropriate action can take place in Dayforce.
- Perform periodic audits to ensure compliance, including but not limited to I-9 audits, OIG, motor vehicle and other criteria as needed to maintain zero findings. Communicate results, especially deficiencies or non-compliance to VP P&C and respective manager. Recommend action to resolve non-compliance findings
- Coordinate drug testing for Space Coast new hires, work related injuries, reasonable suspicion and quarterly random testing. Report positive findings to VP P&C and respective manager and follow Drug Free Workplace Policy.
- Serve as primary Recruiter for Space Coast Home Health and Private Care. Understand and perform all aspects of recruitment process using the applicant tracking system, such as creating job requisitions, posting jobs, and source and screen candidates. Keep hiring managers informed throughout the selection process. Communicate manager hiring decisions to VP P&C so that employment offers can be extended, or concerns can be resolved to keep talent community flowing
- Qualify applicants at various stages of the recruitment and selection process to enable timely employment offers. This includes but is not limited to, employment verification, background verification, obtaining information from applicant references, driving records, licensure and certification, education verification and other requirements based on VNA management decisions, regulations, state and federal laws, HR direction, board direction, and trends and changes within the home care industry. Provide candidate employment status to hiring manager, documenting results in the Applicant Tracking System or shared drive to ensure workflow of talent resources.
- Coordinate with new hires to obtain and complete all necessary forms and deliver complete associate files to PCIS Administrator. Responsible for coordinating with PCIS Administrator to get new hires entered in to all relevant systems by start date.
- Meet with new hires on their first day and onboard them to Dayforce and Relias along with all new hire paperwork. Coordinate with Treasure Coast P&C Team to deliver orientations to Space Coast staff
- Communicate practical and objective investigations, and/or solutions representing People & Culture during Employee Relations, striving to achieve business and department objectives and/or resolving performance issues.
- Demonstrate collaboration and teamwork with all P&C colleagues to deliver transparent department products and services.
- Be willing to help in other areas of department as requested by manager or co-worker.
- Comply with VNA policies including safety and emergency disaster plans to minimize risk for self, others and agency.
- Serve as the P&C Lead on special projects as needed.
- Participate in meetings, associate recognition events and committees as requested. Assist VP P&C with manager education, meetings and other duties as needed.
- Use agency issued credit card as outlined in finance department agreement. Process web purchasing and purchase orders as needed
Qualifications:
- Bachelor’s degree in Human Resources Administration or related field and two the three years’ relevant experience, or equivalent combination of education and experience.
- Certification as a Professional in Human Resources (PHR), or Society for Human Resources Certified Professional (SHRM-CP) is strongly preferred.
