Summary
This position in the Federal Communications Commission (FCC) Office of the Managing Director (OMD), Human Resources (HR), Front Office located in Washington, DC.
Relocation expenses will not be paid.

Duties
The incumbent serves as a Human Resources Funds & Systems Specialist in the Office of Managing Director, Human Resources, Front Office. The incumbent is responsible for serving as the fund manager who handles the development of the HR spending plan as well as budget requirements which support HR strategic goals and initiatives. In addition, the incumbent is responsible for serving as a subject matter expert on the National Finance Center (NFC) federal HR personnel payroll/personnel database, running reports, and serving as a general liaison between NFC and the FCC, as needed.
Incumbent is the primary point-of-contact for the Human Resources Management (HRM) budget, spend plan, and fund accounts, incorporating all applicable sources of funding. Incumbent is responsible for budget development, budget estimation, budget execution and reconciliation. Incumbent develops the HRM budget for prospective fiscal year to be presented to HRM management and presented to the Budget Center for incorporation into the overall Agency budget. Incumbent analyzes critical budget requirements to determine any incremental funding, including funding amounts and frequency, as well as taking into account budgetary impacts of possible Continuing Resolution(s) or lapses in appropriations. Makes projections regarding HRM services, manages the HRM budget, spend plan, and fund accounts throughout the fiscal year, and takes steps to avoid cost overruns.
Prepares obligating paperwork to spend HRM's funding allocation(s) for all budget accounts. Incumbent provides expert and authoritative advice and guidance in planning, analyzing, formulating, justifying, presenting and executing complex funding requirements and transaction for HRM, which may have an agency-wide impact. In coordination with the Chief Human Capital Officer and Chiefs of the HRM Service Centers, analyzes and formulates Agency funding requirements for training, awards, temporary services, mementos, and various contracts, and provides financial support and technical advice on elements of these various HRM programs and others.
Serves as a COR on HR contracts and works with Contracting Officers on potential problems, resolving issues to ensure contracts are handled and executed properly and efficiently, as well as to prevent fraud, waste and abuse.
In addition, the incumbent serves as the HR purchase card holder. The incumbent is also responsible for serving as a subject matter expert on the National Finance Center (NFC) federal HR personnel payroll/personnel database, running reports, and serving as a general liaison between NFC and the FCC as needed. Serves as a key member of the HR team, partnering closely with HR stakeholders, IT, and cross functional teams to design, deliver and support state-of-the-art HR system solutions. Evaluates and extracts data from various documents and databases to prepare routine and non-routine HRM reports.

Qualifications
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.
GS-11
To be deemed as qualified candidates must meet the educational qualification requirements or the specialized experience requirements or a combination of both education and specialized experience.
A. Education
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
OR
B. Specialized Experience
Candidates must have one year of specialized experience which is equivalent to the GS-9 grade level in the Federal service. Specialized experience is defined as:
1. Experience reviewing or processing financial requests or transactions (e.g. funding requests; purchase orders; invoices) to ensure compliance with applicable rules and policies to fulfill necessary contract, purchase, or payment action.
2. Experience working with a financial management, accounting, or payroll system.
3. Experience analyzing, reviewing, or reporting data collected within electronic systems, which may include HR or other administrative or financial records or accounting systems.
OR
C. Combination of Education and Experience
GS-12
To be deemed as qualified candidates must meet the specialized experience requirements. Candidates must have one year of specialized experience which is equivalent to the GS-11 grade level in the Federal service. Specialized experience is defined as:
1. Experience serving as a COR on contracts or working with COTR(s), Contracting Officers, or others on contracting issues or to resolve contracting problems.
2. Experience preparing or managing an organization's budget or recommending actions that consider budgetary implications.
3. Experience serving as an advisor on the FCC's payroll provider, National Finance Center (NFC), or another administrative, financial management, accounting, or payroll system.
4. Experience developing reports and/or configuring, customizing, interpreting or presenting information to leadership or other customers from data collected within HR or other administrative, financial, or accounting records systems or databases.
5. Experience working with, reviewing, entering or reporting data, as necessary, within Genesis or other financial management or accounting systems.
6. Experience serving as a Purchase Card holder or reviewing, processing, or working with other stakeholders on financial requests or transactions (e.g. funding requests; purchase orders; invoices) to ensure compliance with applicable rules and policies to fulfill necessary contract, purchase, or payment action.
GS-13
To be deemed as qualified candidates must meet the specialized experience requirements. Candidates must have one year of specialized experience which is equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as:
1. Experience serving as a COR on contracts or working with COTR(s) and Contracting Officers to resolve problems.
