WHAT WE OFFER
  • A general salary increase of 3.5% effective December 22, 2024.
  • Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate's degree.

  • Annual Leave - The candidate selected for this position will earn 248 hours per year, increasing to 288 hours after 5 years of service,
  • Annual Leave Redemption - The ability to "cash in" or redeem up to 100 hours of Annual Leave per year after using 80 hours of annual leave within the previous 12 months (Management Resolution, § 1205).
  • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.
  • Health Insurance Plans - Medical, dental, and vision plans for you and your dependents. A flexible credit allowance of up to $23,530 annually.

Description
Under general direction of the Health Care Agency Human Resources Manager, the HR Employee Onboarding and Personnel PracticesLead/Supervisor oversees Onboarding and Personnel services. HR Business Services consists of: processing transactions such as promotions, transfers, status changes, and terminations; and monitoring compliance of job-related licenses, and certifications utilizing the County of Ventura's Human Resources Information System (HRIS), Peoplesoft (VCHRP). In addition to performing a wide variety of traditional Human Resources services, the HR Business Services Supervisor also supervises/manages other professionals and/or technicians providing these services to others. The incumbent will perform a variety of routine and complex human resource technical, administrative and professional functions requiring initiative and professional expertise in the day-to-day administration of a human resources function, within policy and procedural guidelines of the Health Care Agency as well as various union contracts and County, State and federal laws, rules and regulations.
The ideal candidate for this position will be a seasoned supervisor who is organized, technically savvy, and has a demonstrated ability to provide great leadership and customer service in a very fast-paced, dynamic environment.
DEPARTMENT/AGENCY: County Executive Office's (CEO) Human Resources (HR) team dedicated to supporting the Ventura County Health Care Agency.
Personnel Analyst I/II/III are Management classifications and are not eligible for overtime compensation. Incumbents in these classifications are eligible for benefits at the MB4 (I & II) or MB3 (III) level.
NOTE: If appointed at the lower level, incumbents may be promoted to the higher level without further exam upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.
Distinguishing Characteristics:
Personnel Analyst I ($3,023.07-$4,232.72 biweekly) is distinguished from Personnel Analyst II in that I level incumbents are expected to have entry-level skills and are given assignments requiring less technical competence.
Personnel Analyst II ($3,460.99-$4,845.87 biweekly) incumbents are typically responsible for a significant program activity or for assisting a section manager in completing project assignments.
Personnel Analyst III ($4,267.79-$5,975.49 biweekly) is the advanced journey-level classification, characterized by assignments involving the most difficult and complex personnel work which requires a broad professional background or considerable depth in a specialty area.

Examples Of Duties
Duties may include but are not limited to the following:
  • Assists in the definition of goals and procedures in the CEO-HCA-HR Business Services team to assure quality and continuity of service to the Health Care Agency.
  • Supervises (PA III) or leads (PA II), trains and evaluates personnel analysts and support staff.
  • Provides leadership and direction to the CEO-HCA-HR Business Services team.
  • Performs complex and sensitive pay related transactions.
  • Prepares reports and correspondence on a variety of personnel program matters.
  • Reviews board letters in SIRE, and independent contractor requests in VCFMS.
  • Oversees (PA III) or leads (PA II) the implementation of pay practices including certification pay, employee incentives and merit increases.
  • Mentors and develops new analysts and staff.
  • Consults with and provides advice to Management and employees on personnel matters.
  • May provide generalist services including recruitment and testing; classification and compensation; and training.
  • Assists with wide-scale recruiting events, including job fairs.
  • Performs other related duties as required.

Typical Qualifications
These are typical entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, AND EXPERIENCE
Some to extensive administrative support, supervision or management, and specific operations or technical experience which has led to the acquisition of the required knowledge, skills and abilities.
A typical way to qualify would be:
Personnel Analyst I - One (1) or more years of progressively responsible professional experience in the field of Human Resources including at least six (6) months of lead or supervisory responsibilities.
Personnel Analyst II - Two (2) or more years of progressively responsible professional experience in the field of Human Resources including at least one (1) year of lead or supervisory responsibilities.
Personnel Analyst III - Four (4) or more years of progressively responsible professional experience in the field of Human Resources including at least one (1) year of lead or supervisory responsibilities.
Applicable education and training may be substituted for experience as appropriate.
NECESSARY SPECIAL REQUIREMENTS:
  • Excellent written communication skills which must be demonstrated in the completion of the employment application and supplemental questionnaire.
  • Experience or skills in public speaking
  • Beginning to Intermediate experience with Microsoft Word, Excel, Visio, and PowerPoint.
DESIRED
  • Experience with public sector employment policies and procedures and/or a working knowledge of public human resources practices in a health care or large organizational setting
  • Experience using Peoplesoft or other similar HRIS.
  • Experience using NeoGov or similar applicant tracking software.
Knowledge, Skills, and Abilities:
Some to thorough knowledge of: the principles and practices of supervision, management, and discipline; Personnel management including wage and salary administration, employee development and training; employee relations and merit based public personnel programs; Performance management; State and Federal laws as well as County rules and regulations as applicable.
Some to considerable skill in: Researching, analyzing, and interpreting various forms of data accurately; the use of Microsoft Office products, applicant tracking systems, HRIS software.
Working ability to: supervise professional and support staff effectively, assessing training and development needs and adjusting accordingly; maintain and develop the confidence and cooperation of County managers, employees, employee representatives and the public; prepare and present comprehensive reports and recommendations in written and oral form to a variety of individuals and groups; analyze policy matters, rules and regulations and formulate recommendations to management; analyze administrative and Personnel issues; manage stressful or sensitive situations with tact to achieve resolutions; make sound decisions under pressure and manage multiple deadlines; work in a high volume, dynamic environment; manage constantly fluctuating priorities and opportunities for improvement.
