This is professional work providing consults, reports, data review and statistical research to support Jacksonville Sheriff's Office (JSO) HR objectives and facilitate recommendations for process improvements. This position is primarily responsible for developing and maintaining a data repository capable of producing reporting and analysis for business designs utilizing HR metrics.  The work requires knowledge of and the ability to apply theories, principles and practices of data analysis and process improvement, which is usually gained through degree granting schools or related work experience. Contacts with others require skill in understanding and influencing people which are important in providing reporting and process improvement services, discussing and resolving work-related issues and problems, presenting and defending recommendations and decisions, and making presentations. Work is standardized in that tasks are covered by substantially diversified procedures and specialized standards and because of changing priorities or different situations, incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence. The work involves differing situations requiring use of judgment in searching for solutions or new applications. Work is performed mainly in an office environment. Operates a motor vehicle.  Operates a personal computer and standard office equipment. Physical demands consist mainly of sitting or standing at a workstation for extended periods of time, using standard office equipment on an ongoing basis, and occasionally lifting and moving light objects weighing less than 50 pounds. Work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, or well-defined policies; the worker plans and organizes the work, and determines priorities; and the work is generally reviewed upon completion for technical accuracy, acceptability of results, quality and timeliness.  Must be available to support JSO leaders providing emergency responses and protective measures during emergency events.

Examples of Work
  • Designs, develops and maintains an HR related data repository and uses that information to develop a variety of standardized and ad hoc reports to support the JSO HR Division and all JSO Departments.
  • Performs audits of JSO HR Personnel Services transactions to ensure all assignment information is valid and properly supported and to ensure data integrity, reporting efficiency and to identify software and hardware problems.
  • Summarizes and translates report data into organized and useable/actionable content to drive strategic decision making.
  • Analyzes current procedures and recommends process improvement through utilization of HRIS, Microsoft Office, database, or other appropriate software/platforms. 
  • Gathers data, documentation, prepares reports, and coordinates responses for various internal and external requests, including recurring City-related audits.
  • May participate in providing analytical support and document preparation for collective bargaining negotiations.
  • Serves as the system administrator and subject matter expert for the JSO Timekeeping System and provides integration with the payroll and leave modules of the City HRIS system.
  • Supports and serves as primary back-up for the bi-weekly JSO payroll process.
  • Serves as a SharePoint site owner for the JSO HR Division; may assist in the development of SharePoint applications to help automate and enhance business processes and procedures.
  • Assists in the development and maintenance of standard operating procedures and work instructions for the JSO Timekeeping Unit.
  • Serves as a trainer and subject matter expert helping to develop system training, guidance for developing new applications and drafting organization-wide policies and procedures as it relates to Time and Attendance. 
  • Performs related work as required.
Knowledge, Skills and Abilities
  • Knowledge of the theories, principles and practices of data analysis and process improvement.
  • Knowledge of principles, practices and techniques used to design, implement, maintain and modify ERP, HRIS or related database systems.
  • Knowledge of computer hardware, software and database systems.
  • Knowledge of human resources practices, policies, processes and terminology preferred.
  • Skill in developing complex reports using advanced knowledge of Microsoft Office programs, reporting tools, databases and various ERP systems.
  • Advanced skill in the use of Microsoft Excel including the ability to import, clean and reformat data from various sources; use advanced formulas to create relational connections, apply business rules and perform calculations; create pivot tables, graphs/charts, dashboards and professional summaries.
  • Ability to analyze and recommend process and system design changes and upgrades.
  • Ability to develop and conduct training for users on JSO Human Resources processes and systems, which includes training manuals and reference materials.
  • Ability to research, analyze and interpret rules, regulations and policies.
  • Ability to prepare documentation and reports for collective bargaining, public records requests, internal or external audit requests, and other internal or external reports as required.
  • Ability to design, implement and maintain audit programs related to data integrity.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish effective working relationships.
  • Ability to operate a computer utilizing Microsoft Office, HRIS systems, and related software, and standard office equipment.
  • Ability to operate a motor vehicle.
Open Requirements/Supplemental InformationOpen Requirements/Supplemental Information
  • Six years of education and/or professional experience in data/metrics reporting, analysis, process improvement and/or data management or related field is required.
  • Advanced knowledge of Microsoft Excel is required including the ability to aggregate, manipulate and visualize data from multiple sources.
  • Experience using VBA, PowerPivot, PowerQuery. Access, SharePoint, or other advanced data reporting tools preferred. 
  • A Bachelor's Degree from an accredited institution with a major in a related field is preferred. 
  • Prior work experience in a human resources environment with an emphasis in Time and Attendance is preferred.

 LICENSING/CERTIFICATION/REGISTRATION

  • A valid drivers license Is required prior to appointment and must be maintained.
  • City of Jacksonville Public Driver Certification must qualify for prior to appointment, obtain and maintain during employment.   

 OTHER REQUIREMENTS

  • The probationary period for this class is twelve (12) months. 
  • This classification performs safety-sensitive functions and is subject to pre-employment, random and other drug/alcohol testing programs as set forth in the City of Jacksonville's Drug Free workplace Policy (0401).
