Job Overview: We are seeking an experienced HR Consultant with expertise in advising on employee compensation and benefits, particularly within the realm of Government Contracting agencies. The ideal candidate will have a thorough understanding of labor laws and regulations, with a focus on remaining compliant with the Service Contract Act (SCA) and working with vendors that provide services to the Federal Government. The HR Consultant will be responsible for providing strategic guidance and tactical support to ensure our compensation and benefits packages are competitive, legally compliant, and aligned with the needs of our Government Contracting business.
Key Responsibilities:
- Conduct comprehensive reviews of existing compensation and benefits structures, identifying areas for improvement and compliance with SCA regulations.
- Develop and implement strategies to attract and retain top talent within the Government Contracting space, taking into account competitive market trends and labor market conditions.
- Collaborate with internal stakeholders, including HR, legal, and finance teams, to design and implement compensation and benefits programs that meet the needs of our employees while remaining SCA compliant.
- Provide expert advice and guidance on all aspects of employee compensation, including base pay, bonuses, incentives, and benefits such as healthcare, retirement plans, and leave policies.
- Conduct regular audits and assessments to ensure ongoing compliance with SCA regulations and other relevant labor laws.
- Stay abreast of changes in labor laws and regulations, particularly those impacting government contractors, and proactively advise on necessary adjustments to compensation and benefits strategies.
- Serve as a subject matter expert and resource for internal stakeholders, providing training and education as needed on compensation and benefits best practices and compliance requirements.
- Collaborate with external vendors, such as benefits providers and legal counsel, to negotiate contracts and ensure the delivery of high-quality services that meet the needs of our organization and employees.
- Analyze compensation and benefits data to identify trends, patterns, and areas for improvement, and make data-driven recommendations for enhancements to our programs.
- Participate in government contract bidding processes as needed, providing expertise and guidance on compensation and benefits requirements and strategies to support successful contract awards.
Qualifications:
- Bachelor's degree in Human Resources, Business Administration, or a related field; Master's degree preferred.
- Minimum of 5 years of experience in HR consulting, with a focus on compensation and benefits, preferably within Government Contracting or related industries.
- In-depth knowledge of labor laws and regulations, particularly the Service Contract Act (SCA) and its requirements for government contractors.
- Proven track record of developing and implementing successful compensation and benefits programs that support organizational goals and compliance objectives.
- Strong analytical skills with the ability to interpret and analyze complex data related to compensation and benefits.
- Excellent communication and interpersonal skills, with the ability to effectively communicate complex concepts to diverse audiences and build relationships with stakeholders at all levels of the organization.
- Demonstrated ability to work independently and collaboratively in a fast-paced, dynamic environment, with a strong commitment to delivering high-quality results on time and within budget.
- HR certification (e.g., PHR, SPHR, SHRM-CP, or SHRM-SCP) preferred.
- Experience working with Government Contracting agencies and familiarity with Federal Acquisition Regulation (FAR) requirements is highly desirable.
