GENERAL DESCRIPTION:
The HR Compliance Program Analyst is responsible for creating and executing the HR Compliance Program. Under the direction of the Corporate Compliance Sr. Manager/Manager, the HR Compliance Program Analyst assists the Human Resources department with compliance related activities, including regulatory research, reviews of policies and procedures, communication reviews, and project/initiative support to ensure ongoing compliance with governmental regulations and relevant laws. In addition, this role leads the planning and execution of Compliance Reviews designed to identify internal control gaps and recommends options for improvement based on potential regulatory risk. This position has the authority to investigate and report regulatory and legal compliance concerns or findings to management and make recommendations for further consideration and corrective action.
TASKS, DUTIES, FUNCTIONS:
- Under the direction of the Corporate Compliance Sr. Manager/Manager, create, maintain and continue to improve the Credit Union's HR Compliance Program.
- Promote HR compliance awareness across the organization by establishing and maintaining relationships with key business line and functional stakeholders.
- Maintain a thorough understanding of local, state, and federal laws and regulations affecting Human Resources function (e.g., OSHA, COBRA, ERISA, HIPAA, EEO, Wage & Hour).
- Escalate any HR compliance concerns to the Corporate Compliance Sr. Manager/Manager, with recommendations for possible corrective action.
- Conduct second line Compliance Reviews to support ongoing HR compliance with applicable regulations and laws, provide feedback to Human Resources in support of compliance efforts, and address results by providing feedback and suggestions on potential process enhancements for regulatory adherence.
- Review marketing collateral and employee communications to ensure compliance with applicable regulations and laws.
- Monitor, track, implement, and report changes to local, state, and federal laws, regulations, rules, and guidance to business owners, compliance management, and senior managers.
- Prepare compliance reports by collecting, analyzing, and summarizing information and produce accurate and reliable information for decision-making.
- Provide regulatory subject matter expertise to Human Resources with new and existing products, services, procedures, processes, and practices to ensure ongoing compliance with applicable laws, rules, and regulations.
- Provide recommendations and action plans to responsible management in addressing exceptions from audits, reviews, or examinations by utilizing internal systems for tracking and through resolution.
- Collaborate with Human Resources and Legal to assist responsible management with drafting policies, procedures, and handbooks, and the ongoing maintenance of such documents. Collaborate to identify weaknesses in existing procedures and communicate necessary corrections.
- Collaborate with Human Resources and the Learning & Development Department to assess, develop, and improve HR compliance training materials.
- Perform all other related duties as assigned.
PHYSICAL SKILLS, ABILITIES, AND EXERTION UTILIZED IN THE PERFORMANCE OF THESE TASK:
- Effective oral and written communication skills required to proof-read, review, summarize, and report on complex government and legal rules, regulations, and guidance.
- Must possess sufficient manual dexterity to skillfully operate an on-line computer terminal and other standard office equipment, such as financial calculators, personal computer, facsimile machine and telephone.
ORGANIZATIONAL CONTACTS & RELATIONSHIPS:
- INTERNAL: All levels of staff.
- EXTERNAL: Vendors, management and the staff of other financial institutions.
QUALIFICATIONS:
- EDUCATION: Bachelor's degree in Human Resources or other related field or Associate's degree coupled with commensurate experience in business communications, analysis and/or labor and employment compliance. May be considered if individual demonstrates skill level appropriate for the position.
- EXPERIENCE: Minimum of five years' experience in Human Resources including an emphasis on regulatory compliance, risk, and audit for the Human Resources function.
- KNOWLEDGE/SKILLS:
- Knowledgeable of Human Resources laws, rules, regulations, and procedures. Sound knowledge of principles of business.
- Ability to communicate at a management level (oral and written) and work well with others in a dynamic team environment.
- Demonstrated ability to utilize a consultative approach with all levels of management.
- Ability to work effectively and collaboratively within the department, with business unit owners, and others outside of the credit union.
- Strong problem-solving, credit union operations, and organizational skills with the ability to present information logically.
- Ability to positively communicate suggested solutions and alternate outcomes.
- Ability to multi-task effectively and meet deadlines with limited supervision.
- Ability to work independently with minimal direction and exhibit initiative.
- Demonstrated ability to think critically and analyze and communicate complex information to all levels of management and staff.
- Proficiency in Microsoft Word, Excel, and PowerPoint as well as Adobe Acrobat Pro and SharePoint.
