Lord and Tucker Management Consultants, LLC (LTMC) is an award winning 8(a) and Economically Disadvantaged Women Owned Small Business (EDWOSB) specializing in providing acquisition management, financial management, program management support, audit support, professional development and training, and policy studies to the federal government.
LTMC is seeking skilled Sr. Administrative/HR Analyst to fill an open position in support of the National Science Foundation (NSF). A summary of the position includes serving as a member of the administrative program support team and is primarily responsible for supporting the review and evaluation of various procedures. Provide comprehensive analytical support with an emphasis on logistics, data management, and input toward the continuous improvement of the overall processes.
The position is currently 100% telework. However, it is subject to change.
MINIMUM QUALIFICATIONS
• Bachelor’s degree in business administration or related field.
• Must possess strong analytical skills and the ability to work both independently and in a team environment.
• Experience in providing federal financial administration assistance which includes complex cooperative agreements and interagency agreements preferred.
• Experience performing administrative duties.
• Experience performing business analytical duties.
• Experience creating and managing multiple financial budgets and tracking spreadsheets.
• Must be proficient in the use of Microsoft Office Suite of products, as well as web and cloud-based platforms such as Zoom and SharePoint.
• Must have the ability to learn and apply knowledge of all pertinent federal, state, and local regulations, as well as NSF-specific policies and procedures.
• Must possess strong oral and written communication skills and the ability to establish and maintain effective working relationships and resolve conflicts.
• Must be able to work in a fast-paced environment and have strong attention to detail.
TECHNICAL SKILLS REQUIREMENTS: ANALYSIS
• Must be highly proficient with the Microsoft Office suite of products.
• Must be proficient with web and cloud-based platforms such asZoom and SharePoint.
• Possess and understanding data visualization programs such as Visio, Tableau, Power BI, etc..
• Must have intermediate to advanced expertise in Excel, particularly proficient with Pivot Tables to include visualization of charts.
• Strong PowerPoint Skills to include slide transitions.
• Ability to conceptualize visualization from start to endpoint.
• Desire and ability to learn new technical skills.
• Strong writing, proofreading, and editing skills.
TYPES OF WORK ASSIGNMENTS (NOT NECESSARILY ALL)
Human Resources Support
- Support performance management activities, including but not limited to:
- Ensuring performance evaluation justifications and mid-year progress reviews are consistent across the Center are in-line with NSF guidelines.
- Providing or coordinating performance management training.
- Providing administrative support for performance management activities on USA Performance and elsewhere.
- Support strategic human capital planning, including but not limited to:
- Drafting and regularly updating the staffing plan.
- Conducting and/or coordinating various human capital assessments
- Maintaining and updating organizational charts.
- Support human capital actions, including but not limited to:
- Draft and update memos and paperwork associated with human capital actions.
- Modify, draft, and update position descriptions as necessary.
- Draft vacancy announcements.
Contract and Fiscal Administration
- Provide administrative support for the execution of program and agency funding through incoming/outgoing interagency agreements, contracts, and the transfer of funds.
- Manage and organize the physical locations of contracts, awards, and interagency agreements for retrieval.
- Generate monthly or bi-weekly Open Obligations and other reports from iTRAK.
- Process agency funding actions through iTRAK, eJacket, and the Document Routing System (DRS), Wdesk, etc.
- Compile, track, and analyze budget spreadsheets and reconciliation reports.
- Support NSF internal control systems and monitoring of un-liquidated open obligation reports.
- Track and provide a monthly status and quarterly report on the undelivered orders on contracts to the SAO and DDD.
Operational
- Research, design, or edit publications such as brochures, forms, manuals, and reports. Collaborate with the NSF Print Shop and Design Team to fulfill print projects.
- Tracks, organizes, and maintains SharePoint folders and SOPs; informs staff of SOP revisions and updates.
- Prepare presentations, reports, summaries of projects, and other documents as assigned, and according to a schedule of deliverables; following established guidelines, responding to reviews and assuming responsibility for production oversight as directed.
- Interpret data and analyze results using appropriate methods, techniques, and visualizations.
- Perform advanced research and analysis or technical program assistance work— including data analytics and data visualization.

- Provide proactive and timely advice to the DDD and SAO on technical, policy, and management matters, and conduct analyses and other special projects related to such matters.
- Assist with administrative duties such as onboarding, calendar management, scheduling, logistics, administrative systems and actions, and coordinating with various parts of NSF.
