The Rental Housing Division of Housing and Neighborhood Preservation administers the federally funded Housing Choice Voucher (HCV) program which assists households with low income to afford decent, safe, and sanitary housing in the private market with low income to afford decent, safe, and sanitary housing by subsidizing all or part of their rent.
We are looking for a Housing Specialist with excellent people skills to assess clients' eligibility for the HCV program. The individual will process new clients and/or annual/interim re-exams.
This position will be filled as a Housing Specialist I (G.20, $43,143.70 - 66,872.40) or as a Housing Specialist II (G.22, $47,565.90 - $73,727.15) depending on qualifications.
Duties and responsibilities of a Housing Specialist In the Rental Housing division include:
- Respond to clients, advocates, and other housing agency staff
- Determine eligibility for housing assistance through federal and state subsidy programs administered by the division
- Calculate housing assistance payments including tenant and owner portions
- Manage an assigned caseload and process housing assistance-related transactions
- Ensure participants understand their responsibilities and program rules
- Ensure participants complete annual/interim re-certifications
- Conduct interviews with clients, individually or in group briefing sessions
- Maintain accurate and detailed information
- Adhere to department policies and procedures
- Meet production goals timely and accurately
- Provide excellent customer service
- Perform other duties as assigned
Housing Specialist IIs are expected to be able to perform the duties of a Housing Specialist I and effectively handle complex financial cases that require a higher level of housing finance and housing counseling knowledge; employ case management techniques to accurately specify and document actions and follow-ups; accurately apply state and local regulations governing housing programs, effectively communicate both orally and in writing with staff, citizens and other officials.
To be successful as a Housing Specialist you should have good listening skills and a great deal of patience. An outstanding Housing Specialist will be an excellent mediator, possess a solid familiarity and proficiency with Microsoft applications such as Word, Excel, and Outlook as well as computer applications that support Rental Housing program operations such as Housing Pro and HUD program applications; be able to learn other software quickly and apply knowledge correctly. Individual should be very organized, have a strong math aptitude and writing ability, and display solid communication skills. In addition, the individual should have skill in the interpretation of policies and procedures as related to the Housing Choice Voucher program; demonstrate a strong ability to identify, analyze and solve problems and render recommendations; work at a high achievement level, producing measurable results; and ability to establish and maintain effective working relationships with fellow city employees, clients, and peers in other PHAs.
This position will work at either the Municipal Center/Bldg 18A or Housing Resource Center, depending on department/program need.

The Housing Specialist I (G.20) full pay range is $43,143.70 - $66,872.74The starting salary of this position will be at the minimum of the salary range ($43,143.70).
The Housing Specialist II (G.22) full pay range is $47,565.90 - $73,727.15.The starting salary of this position will be at the minimum of the salary range ($47,565.90).
