This position is responsible for monitoring, reporting, and reconciliation of all major grants of the Tempe Housing Services Division to include Housing Choice Voucher (HCV/Section 8), Community Development Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grant (ESG), Community Action Program (CSBG CAP) grant, and other Federal, State, and local grants and funds in support of Housing Services Division and Community Health & Human Services Department priorities.

Annual Salary Range:

$93,041 - $124,210

DESCRIPTION

The purpose of this position is to perform a variety of complex, professional level accounting duties involving the accounting, recording, reporting and auditing of financial transactions involved in the City’s Assisted Housing programs; to review accounting records for accuracy; and to prepare financial reports, statements and special financial analyses.

Duties include, but are not limited to the following:

• Prepare, administer and monitor the Housing Services Division’s operating budgets, including budget controls.
• Examines all financial transactions to ensure accuracy; corrects financial records as necessary.
• Performs regular reconciliation and verification of Housing entitlements including CDBG, HOME, Section 8, FSS and HOPE fund balances.
• Maintain and reconcile a variety of ledgers and accounts; examine accounting transactions to ensure accuracy; correct financial records as necessary.
• Monitor contract compliance with federal grant requirements; ensures compliance with Single Audit requirements of federally-funded programs and monies.

MINIMUM QUALIFICATIONS

Work Experience:

Requires three (3) years of accounting and government experience receiving and administering federal grants. Two (2) or more years of program management experience (CDBG, Section 8, etc.) including monitoring sub recipients and/or administering contracts is preferred.

Candidates must have the minimum amount of work experience. Years of experience are based upon a full-time work schedule (2,080 hours per year). The sum of an applicant’s full-time and/or part-time qualifying work experience must meet or exceed the stated minimum qualification. Education will not substitute for the required work experience; however, related unpaid and/or volunteer work experience may be used as qualifying work experience.

Education:

Requires the equivalent to a bachelor’s degree from an accredited college or university with major course work in accounting, finance, public administration, business administration or degree related to the core functions of this position.

The term “equivalent” means that directly related work experience exceeding the required work experience will substitute in equal time increments for college-level education, for example: one year of additional directly related work experience will substitute for one year of college education (30 credit hours).
