The Opportunity

Abt Global seeks a qualified Health Care Researcher to play a leadership role in our work with the Centers for Medicare and Medicaid Services (CMS). As a member of the Research, Monitoring, and Evaluation Capability team, you will lead work in the Health Care portfolio, including business development efforts. The successful candidate will have extensive experience in healthcare policy, program operations, and delivery and a strong interest in monitoring and improving Medicare programs.

Core Responsibilities

• Serve in leadership roles on CMS-funded projects (including associated teams and budgets) focused on Medicare policy, oversight, and program operations with particular focus on post-acute care settings and programs including, but not limited to: home health, hospice, skilled nursing, inpatient rehabilitation, long-term care hospitals and inpatient psychiatric care.
• Work with technical programming staff to design and implement analyses using CMS claims and administrative data to meet Medicare program requirements.
• Lead development, adaptation, and/or implementation of CMS quality measures for use in public reporting and/or value-based purchasing programs,
• Contribute subject matter expertise to support Health Care projects and business development efforts.
• Lead the technical writing for project deliverables and proposals.
• Delegate the work of translating client needs and/or objectives into specific deliverables in a timely and cost-efficient manner, and reviews deliverables to meet client standards.
• Review, analyze, and synthesize information using appropriate practices and techniques and ensure that projects are conducted with sound practices and techniques.
• Manage project teams and work collaboratively as part of a team by communicating respectfully, meeting deadlines, and exercising initiative to resolve complex challenges.
• Represent Abt in a professional manner and effectively communicate with clients, external partners, and the public.
• Develop and disseminate project deliverables and other products to share project findings through papers, technical reports, client briefings, presentations, blog posts, podcasts, videos and/or social media.
• Collaborate with external partners to develop and implement quality improvement strategies and/or provide technical support to providers in Medicare programs.
• Cultivate and maintain excellent business development relationships with clients and external partners.
• Lead business development activities including proposal writing and development.

What We Value

• Experience leading implementation, operations, technical assistance, or evaluation contracts for CMS programs and models.
• Expertise with Medicare programs, policies, quality measures and alternative payment models with particular emphasis on post-acute care settings and programs.
• Demonstrated ability to lead activities, manage tasks through the project lifecycle, and coordinate the work of multidisciplinary teams to deliver high-quality work on time and budget.
• Strong analytic skills including writing technical specifications and reviewing analytic output.
• A record of publications, presentations, and/or other knowledge-dissemination activities preferred.
• Aptitude and interest in mentoring early career staff and managing multidisciplinary teams.
• A strong commitment to Abt’s mission and to incorporating principles of diversity, equity, and inclusion into research and interactions with colleagues. • Demonstrated experience translating research and making it accessible to practice, policy, and/or government audiences.
• Demonstrated success with business development and proposal writing.
• A well-rounded interpersonal skill set with a demonstrated ability to build relationships with clients, funders, and health policy leaders, and to work effectively in a team environment.
• Master’s degree + 7 years of relevant experience or PhD + 4 years of relevant experience

This position offers an anticipated annual base salary range of approximately $91,000 to $146,000 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
