Job Title:Grant Writer

Salary Range:
Hourly $21.98 - $32.96
Annually $45,710 - $68,565

SUMMARY: Under basic supervision, research various federal, state, local, and foundation grant opportunities; works with various departments in the application and monitoring process; prepares and coordinates grant accounting and reporting process, and performs other related duties as assigned. Reports to City Manager.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Research and identify funding prospects through private and public foundations, corporations, and government entities to generate revenue for City programs and projects.
  • Identify and apply for local, state, federal and private foundation funding sources for specific projects and programs; review grant proposals and applications prepared by other city departments for completeness, accuracy, and timeliness; manage grant applications by working with various departments in the application and monitoring process to ensure successful grant awards and grant compliance.
  • Develop budget and financial report documents in collaboration with program and finance department staff.
  • Monitors and coordinates the administration of post-award grants to ensure that budgeting and administrative policies, procedures, and agency requirements are being followed; manages administrative problems and/or budget changes occurring during the awarded granting period.
  • Coordinates with Finance Department to account for all grant funds.
  • Monitor and maintain government grant and contract documents. Ensure compliance and meet reporting requirements for existing grants.
  • Participate in meetings as necessary for grant matters, including grant site visits, presentations, and meetings with potential grant providers/funders.
  • Maintains absolute confidentiality of work-related issues and City information; performs other related duties as required or assigned.

MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines

  • Bachelor’s Degree with major coursework in Public or Business Administration or a related field.
  • Two (2) years of increasingly responsible experience in municipal government; related grant writing or grant administration experience.
  • Or an equivalent combination of education, training and experience as determined by Human Resources.

Knowledge of:

  • Modern and highly complex principles and practices of municipal administration, organization, municipal finance and budget preparation and administration.
  • Current social, political, and economic trends and operating problems of municipal government.
  • Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
  • Principles of personnel management, including supervision, training, and performance evaluation.
  • Techniques and practices for efficient and cost-effective management of resources.
  • Survey and evaluation techniques used to determine the most effective means of delivering services and programs to the community.
  • Long- and short-range strategic planning techniques for the economic, social, environmental, and physical needs of a municipality.
  • Legal, ethical, and professional rules of conduct for professional public administrators.
  • Customer service and public relations practices and procedures.
  • Federal, State and City laws, rules, regulations, and ordinances related to the management and administration of a municipal government.
  • Business and personal computers, and financial spreadsheet software applications.

Skill in:

  • Establishing and maintaining cooperative working relationships with those contacted in the course of work, including

City and other government officials, community groups, the public, and media representatives.

  • Providing advanced leadership and management skills with proven ability to oversee teams of executive, managerial, and professional staff including delegating tasks and authority, selecting, and recruiting staff, and coaching to improve staff performance.
  • Researching, investigating, evaluating, and developing solutions to complex and politically sensitive issues and concerns.
  • Preparing and administering a large municipal budget and allocating limited resources in a cost-effective manner.
  • Preparing clear and concise reports and developing appropriate recommendations.
  • Researching, analyzing, and developing operational and organizational practices and procedures for governmental departments and agencies.
  • Analyzing problems, providing alternatives, identifying solutions in support of established goals, projecting consequences of proposed actions and effectively implementing approved recommendations in a timely manner.
  • Gaining cooperation through discussion and persuasion.
  • Clearly communicating complex thoughts and ideas both verbally and in writing.
  • Interpreting and applying Federal and state rules and regulations, and City policies and procedures.
  • Communicating effectively verbally and in writing.

LICENSE AND CERTIFICATION REQUIREMENTS

  • A valid Arizona State Driver's License may be required.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Work is performed in a standard office environment; may be required to bend, reach, stoop, and lift objects.
