Job description

The Department of Adult and Juvenile Detention (DAJD) is seeking one (1) full-time Grant Analyst (Special Duty Assignment or TermLimited Temp) to join our finance team! The position supports all divisions of the Department of Adult and Juvenile Detention. Experience and ability to work independently on daily grant work is highly desired.

Special Duty & Term Limited Temporary Assignments: The temporary position is scheduled to last 24 months; however, the exact duration may end earlier or be extended based on operational needs. Rate of pay will be in accordance with applicable bargaining agreements and/or Career Service Guidelines. Special Assignments do not confer any privilege, right of appeal, or right of position, transfer, demotion, promotion, or reinstatement, and can be revoked at any time with or without cause.

  • Analyze, research, and make recommendations in support of, the coordination and oversight of major federal and state grants and loans for DAJD.
  • Provide analysis and evaluation of supporting documentation to ensure accurate and timely submission of reimbursement requests to grantor agencies.
  • Analyze and research grant documents and costs for audit or grant appeals; assist in resolving grant audit issues in concert with auditors.
  • Assist in administration of grant/loan funds and payments with the finance team.
  • Select method for organizing and overseeing grant database documents to ensure comprehensive audit-ready files; monitor staff data input for accuracy; ensure completeness of procurement file documentation for grant requirements; prepare grants for close-out and audit.
  • Oversee the preparation, review, approval, and issuance of grant documents in accordance with policies and procedures; draft project specific contract federally-required provisions to address applicable program goals and objectives.
  • Analyze and make recommendations regarding federal compliance issues, violations of contract provisions and policies and procedures.
  • Perform other duties as assigned.
  • Skill in analyzing and evaluating grant applications and proposed agreements.
  • Knowledge of Federal, State, and local grant regulations/guidelines and laws, including FAR (Federal Acquisition Regulation Uniform Guidance or Code of Federal Regulations, RCW (Revised Code of Washington) and WAC (Washington Administrative Code).
  • Knowledge of accounting principles and practices, including the application of governmental accounting and audit techniques.
  • Ability to perform expenditure and revenue account reconciliations.
  • Knowledge of federal grant management principles and practices.
  • Knowledge of business analysis, budgeting, and scheduling practices.
  • Knowledge of contract development, review, negotiations, administration, and management.
  • Presentation skills: ability to lead meetings and respond to technical inquiries.
  • Skill in operating a computer using Microsoft Word, Excel spreadsheet, and relational database software.
  • Skill in technical writing, proofreading, and ability to draft grant and contract language.
  • Problem solving, conflict resolution, and analytical skills.
  • Experience in writing technical and operational procedures.
Highly Desirable Candidates Will Have:
  • Accounting Degree.
  • Three (3) years full time grant experience.
  • Experience with Oracle Enterprise Business Suite (EBS) or another ERP system.
  • GMS (Grants Management Specialist) or GMC (Grants Management Certificate) and/or PMC (Project Management Certificate).

Union Membership: This position is not represented by a collective bargaining agreement.
Work Schedule: This position will work a 40-hour work week and is overtime eligible (provisions of the Fair Labor Standards Act). Standard work hours are Monday through Friday, 8 a.m. - 5 p.m.
Work Location: 516 Third Avenue, Room E-245, Seattle, WA 98104.

The work associated with the position is currently being performed remotely and is anticipated to remain remote with some in-office hybrid schedule as deemed necessary by DAJD/Management.

Special Requirements: The person selected for this position may be required to complete a thorough background investigation process, including fingerprinting, criminal history check, reference checks, and other possible tests as deemed necessary.
