Position Summary

Under limited supervision, this position is responsible for maximizing accounting information systems to catalyze efficient processing of transactions and reporting of historical data. Drives and develops policies, procedures, and process controls that ensure financial data is complete, accurate, valid, timely, and properly restricted. Responsible to manage projects and drive change management collaborating with stakeholders across the Grant PUD to effectively deliver value to the Grant PUD through financial systems and business process enhancements. Will solve problems and analyze business functional requirements; design systems and interfaces; recommend system controls and protocols; create and maintain environment where information, data, and process are dependable, predictable, and consistent.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Evaluate system and processes identifying risks, diagnose, strategize, implement, and design new processes and controls to maintain financial data integrity. Effectively communicate across the Grant PUD to identify opportunities for improvement in processes; solve problems; implement solutions and resolve areas of concern.
  • Develop and maintain standardized policies and procedures that enforce best practices for integration and maintenance of systems; and supporting interfaces. Translate business requirements to system and functional requirements and oversee implementation of system changes.
  • Utilize strong Project Management skills to drive process improvement; define project requirements; identify project milestones, phases, and elements; form project team with appropriate representatives; establish and maintain project budget; monitor project progress by tracking and documenting results; strategize and implement problem solving solutions; publish progress reports and recommend actions; document lessons learned and project outcomes. Monitor implemented processes and procedures to adjust and assure results are as anticipated; implement audit and exception reports as needed.
  • Maintains user interface and templates keeping all employees working seamlessly and cohesively inside of the Utilities’ interface; able to answer questions regarding usage and provide to support to the users; prepares and provides training materials for new users.
  • Creates and maintains various reports to ensure efficient processes and desired outcomes are being achieved; updates existing reports to fix any problems or modify to meet the changing needs of the users; documents changes, decision-making processes, system requirements, and work activity; and can provide data and appropriate training to Finance staff.
  • Demonstrate excellent communication and ability to work with others in potentially stressful situations; works quickly and is able to analyze, reduce, and present viable solutions to technology and applications problems; able to follow projects through to completion.
  • Demonstrate commitment to Grant PUD’s mission, vision, values, strategic plan, and Vision 2021. The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.
  • Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.
  • Actively participate in all aspects of the PUD’s safety program, including but not limited to:
    • Following all safety policies and procedures;
    • Alerting supervisors and coworkers to unsafe or hazardous working conditions;
    • Reporting any safety incidents or close calls within 24 hours to your supervisor; and
    • Accepting feedback from supervisors and coworkers regarding your own safety performance.

Education and Experience

Required

  • Bachelor’s Degree in Computer Science, Information systems, Accounting, Finance, or related studies.
  • Three years’ experience in general accounting, accounts payable, payroll or another financial role.

Preferred

  • Customer Service experience and/or experience in a computer/user application support role.

License and Certification

Required

  • A valid State driver's license with no restrictions. Occasional travel to other Grant PUD locations required.

    Other Knowledge, Skills, and Abilities

    • Knowledge of organizational policies and procedures; department policies and procedures; fundamental accounting principles and concepts; Grant PUD policies; SQL Database; general knowledge of personal computer hardware and operating systems; network understanding; agile programming methodologies; project management and programming language.
    • Skills in problem solving and team facilitation; process improvement and controls; database manipulation and decoding; effective and accurate communication in both written and verbal forms; ability to interact professionally with internal and external stakeholders; analyzing and problem solving logically and conceptually; customer service; public interfacing; handle confidential information; operating a personal computer and general office equipment; typing and entering data with speed and accuracy; utilizing MS office products.

    • Position may be eligible for hybrid work arrangement: Yes No
    • Per Grant County PUD policy all employees are required to work at their designated headquarters at least two days per week.
    • Majority of work is performed in a standard office setting.
    • Typical shift of employees in this position: 8 hours 9 hours 10 hours 12 hours
