Job description

The City of Tukwila is currently seeking a Public Works Analyst to join our team and contribute by performing duties associated with grants administration, grant writing, and Project Control.

The Public Works Department designs and maintains the City's essential transportation, water, sewer, and surface water infrastructure. Public Works also supports other departments through the purchase and upkeep of the City's vehicles and facilities.

Our new teammate in this Public Works Analyst position will be a critical component to our department's ability to get our daily work done, to prepare our community for the future, and to evaluate and communicate our progress. We are seeking someone who is detail-oriented: someone who can write persuasively, back up assertions with data, and build and monitor our capital project contracts and budgets. We are looking for a person who has well-rounded experience but who also has expertise in grant writing, procurement, and Project contract control. This individual may also work on department policy, budget development and a variety of special projects. The analyst will work as a team, under the direction of the department director, sharing departmental responsibilities in a way that best utilizes their individual strengths and interests. The right candidate will enjoy wearing multiple hats and helping to build a great city.

The City of Tukwila is a dynamic suburb of Seattle, Washington with a population of 21,000 residents and a daytime population of more than 125,000 due to its strong retail, manufacturing, and industrial base. Tukwila shares borders with the Cities of Seattle, Renton, SeaTac, Burien and Kent. Its central location lies in the heart of the Puget Sound Region, sitting 12 miles south of downtown Seattle, 17 miles north of downtown Tacoma, and just east of SeaTac Airport. It is easily accessed by I-5 and I-405 or via either of Tukwila's two train stations, the Sounder Station or the Sound Transit Light Rail Station. Develops, implements, coordinates, and manages various programs, projects, budgets, grants, contracts, and activities as assigned, and performs a variety of confidential administrative work.
Facilitates effective communications and information exchanges regarding programs and services; cultivates and manages relationships with key stakeholders; conducts oral and written briefings on issues and developments affecting assigned areas. May act as department point of contact for asset management software and other applicable Public Works technology programs. Researches and proposes updates to Public Works fee schedules. Serves as liaison with other departments within the City regarding Public Works services and activities.
May be assigned primary duties of leading grant management activities within the department, and leading the department's Project Controls system to include: seeking and identifying grants, determining grant eligibility, procurement of RFP/RFQs for professional services, construction bids, and other contracts as needed, and providing technical assistance through grant writing and meeting funding and policy requirements of funding agencies; working with the community and other governmental agencies to identify and coordinate joint-funding grants; producing cost breakdown structures, cost estimating, and forecasting; working with program and Project managers to evaluate project status and provide recommendations to address deficiencies and to communicate progress to stakeholders; interfacing with program/project managers to identify and proactively respond to project budget variances.
Conducts technical research and management analysis; prepares detailed reports on assigned projects and makes recommendations on issues concerning the functions and operations of assigned programs and various confidential issues to include producing reports, summaries, budgets, correspondence, and public information.
Works closely with the Finance Department to facilitate payments, reimbursements, auditing, and reporting, and to ensure appropriate project and/or grant accounting and other project/grant/financial management activities.
Researches, writes, and monitors various documents to include, Intergovernmental Agreements, and contracts. Reviews and facilitates updates to Public Works related City ordinances. Develops and recommends short- and long-range plans and improvements, goals and budgets to carry out the programs assigned.
Develops writes, and maintains all related policies, procedures, forms, and performance measures for assigned programs and Projects. Responds to inquiries on program policy and procedural matters as appropriate. Provides training to staff, as directed and needed. Identifies and suggests improvements to department services and works with other management staff to streamline processes.
Researches current and new developments affecting assigned programs, evaluates potential impact, and coordinates compliance as necessary. Attends Council and committee meetings related to Public Works activities. Oversees and represents the Public Works department on special projects as assigned.

  • English usage, spelling, grammar and punctuation; and
  • Project monitoring techniques.

SKILLS (position requirements at entry):

  • Operating personal computers and utilizing computer applications and software;
  • Making and implementing sound decisions and exercising judgment in solving complex problems;
  • Developing and implementing programs, policies, and/or procedures to achieve specific goals and objectives;
  • Working effectively on several projects concurrently;
  • Establishing and maintaining effective working relationships with City officials, City employees, and the general public; and
  • Communicating effectively, both orally and in writing.

DESIRED QUALIFICATIONS:

  • Bachelor's degree in Public Administration, Finance, Accounting, or a related field and four years of related experience or an equivalent combination of education and experience.
  • Good basic accounting and budgeting skills (capital, operating, program and Project budgets).
  • Maintains a high level of organization and accuracy.
  • Ability to coordinate multiple tasks.
  • Understand, interpret and communicate financial information.
  • Ability to research, plan, develop, monitor and close grants and Project budgets.
  • Thorough knowledge of the products within the Microsoft Office suite, including proficiency in using Excel; comfortable using other financial management software or databases.
  • Ability to synthesize data, perform pertinent research and analysis.
  • Ability to establish and maintain effective working relationships with employees, customers, contractors, residents and elected officials.
  • Ability to communicate effectively in writing and orally.
  • Exercises good judgment and strategic thinking.
  • Ability to clearly communicate complex information to a wide range of audiences both within the department and to the Mayor, City Administrator, and the City Council.
  • Ability to effectively work in a multi-cultural workplace with a diverse customer base.
