Position Purpose/Summary
Responsible for planning and executing resource development strategies by providing operational support to the Health Center's management team. This position will be responsible for implementing the goals, activities, objectives, and requirements of the Health Service Resource Administration funded programs. Work is performed under the supervision of the Public Health Commissioner. No supervision is exercised over other employees.
Essential Functions
  • Prepares the Health Center's Service Area Competition (SAC) for submission to HRSA/Bureau of Primary Health Care.
  • Prepares the annual Budget Period Progress Report (BPPR) for submission to HRSA.
  • Prepares supplemental and other funding grants for submission to HRSA and in grants.gov.
  • Applies for State grants available in CommBuys and other grants that support Health Center operations
  • Oversees the development and revision of the Health Center Needs Assessment
  • Audits and edits monthly meeting minutes of key Health Center Committees (Executive, Quality Improvement, Governing Board);
  • Assisting with Strategic Planning activities.
  • Prepares required grant reports in HRSA EHB.
  • Prepares Changes in Scope (CIS) in HRSA EHB for federal approval
  • Assists with the Health Center's annual review for its Patient Centered Medical Home certifications.
  • Provides capacity building opportunities, support the development and procurement of MOU agreements.
  • Supports research, model design, and gathers information from administrative or program staff through interviews and other means sufficient to prepare a competitive response.
  • Analyzes root causes of operational malfunctions and provides resolutions.
  • Collaborates with management to draft, develop, revise Health Center policies and procedures. Assists in implementing, supporting and maintaining Health Center's Policies & Procedures.
  • Performs other related duties as needed.

Knowledge, Skills, and Abilities
  • Knowledge of the principles and practices of public health intervention and prevention strategies.
  • Understands the causes and effects of homelessness on individuals, youth, families, program planning for community health programs;
  • Knowledge of HRSA/BPHC policies and regulations related to community health centers (CHC) and federally qualified health centers (FQHC) and working in multi-disciplinary teams.
  • Comfortable working in an interdisciplinary team, with the ability to work independently within the team environment.
  • Excellent organizational, analytical, and problem-solving skills.
  • Highly self-motivated and directed.
  • Service and quality focus; keen attention to detail.
  • Strong analytical and communication skills including working directly with all levels of staff to determine sound solutions for business requirements.
  • Ability to prioritize work and handle multiple tasks simultaneously in a fast paced environment.
  • Ability to work under tight deadlines and resolve problems effectively in a timely manner.
  • Ability to maintain a high level of confidentiality.
  • Strong documentation skills.
  • Ability to work flexible hours, as needed.

Education and Experience
  • Bachelor's Degree in Public Health, Public Administration, Human Services or other related field AND five (5) years of experience working in a healthcare system with responsibility for grant writing and resource development; OR any equivalent combination of nine (9) years.
  • Grant writing, with a particular focus on federal grants awarded by the U.S. Department of Health & Human Services/HRSA/Bureau of Primary Health Care Preferred
  • Working in a public health setting and in multi-disciplinary teams that address the needs of the unhoused and homeless, and persons having difficulty accessing healthcare and support services Preferred.
