Duties
In-Office Requirement:
The U.S. Postal Service, Office of Inspector General values collaboration, teamwork, and effective communication to foster our dynamic working and learning environment. The position adheres to our agency's telework policy to facilitate this and requires an in-office presence of at least two days per pay period. Remote work is not available for this role.
This announcement provides the opportunity for a reassignment/promotion to the position of Government Relations Specialist in the Office of General Counsel located in Arlington, VA. As a member of the OIG's Government Relations team, you will be responsible for informing and educating Congress and key stakeholders about the critical oversight activities performed by the USPS OIG under the Inspector General Act. The Government Relations team maintains and cultivates key relationships between the OIG and its numerous stakeholders, including members of Congress, oversight committees, and congressional staff, as well as postal labor unions, management associations and industry representatives. Through its outreach efforts, the team promotes the OIG's work, fosters relationships with stakeholders, and advances the OIG's legislative and public policy priorities.
Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.
This position is being advertised at the Specialist Band level, equivalent to a GS-14. The salary range for this position is $139,395.00 - $181,216.00. The salary figures include locality pay.

  • Advise key management officials and the OIG's executive leadership team on issues of congressional and stakeholder interest and on their interactions with congressional and key stakeholder representatives.
  • Manage, facilitate and respond to information requests from Congress and external stakeholders in written and oral form, often requiring detailed explanations on the organization's activities or performance in a particular situation.
  • Develop and maintain relationships with key external personnel to promote the exchange of information related to the OIG's mission.
  • Work closely with senior levels of all components of the OIG to keep our stakeholders informed and communicate the results of our work.
  • Formulate, recommend, and implement policies, programs, procedures, and processes to assist the OIG in conducting its Government Relations program.
  • Research, monitor and track legislation and other congressional activities of interest, and prepare internal reports and periodic updates for OIG executives and staff.
  • Keep abreast of developments in the wider stakeholder community, attend external events, and keep management officials informed about recent news and events.

Conditions of Employment

  • Must be able to obtain and maintain Moderate Background Investigation security clearance.
  • Must be able to obtain and maintain a government-issued credit card

Qualifications
MINIMUM QUALIFICATIONS
You must meet ALL of the minimum qualifications listed below.
  • At least four (4) years of specialized experience working for a Member of Congress or a congressional committee, or as a Government Relations professional.

DESIRABLE QUALIFICATIONS
  • Knowledge of the federal budget and appropriations process.
  • Knowledge of the Postal Service and Inspector General authorities.
  • Team-oriented with ability to meet competing deadlines in a fast-paced environment.
  • Demonstrated proficiency with technology such as Microsoft Office, Teams, Apps, Excel and SharePoint.

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  • Expertise in the legislative process and Congress.
  • Experience interacting with members of Congress and their staff.
  • Demonstrated strong oral and written communication skills, including experience providing briefings or presentations to management officials, executives, and/or agency leadership.
  • Demonstrated ability to serve as a subject matter expert and convey complex information to the agency's management officials on high visibility projects.

You will no longer be considered for this position if you receive a zero (0) rating on any evaluation factor.
Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
