Job description

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Contract Management Department and will perform contract work.

 

Performs highly advanced (senior-level) contract management work. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Employees at this level may be considered technical experts in the field and may be responsible for overseeing and performing work on some of the most complex contracts.

 

The successful candidate will be an integral part of the Contract Management department. To be successful the candidate must model the GLO's competencies of Integrity, Open Communications, Teamwork, Innovation and Proficiency.

Veterans, Reservist or Guardsman with an MOS or additional duties that fall in the fields of Army - 51C - Contract and Industrial management; Navy - LS - Logistics Specialist; Coast Guard - MGT16 - Acquisition Project management; Marine - 3044 - Operational Contract Support (OCS) Specialist; Air Force - 64PX - Contracting; or other related fields pertaining to the minimum experience requirement may meet the minimum qualifications for this position.

Essential Job Elements:

  • Drafts, tracks, and coordinates the execution of contracts, amendments, and grants through the use of a contract management system. Serves as liaison with other agency staff on the development of contracts, including amendments, changes, and modifications. 

  • Provides guidance to internal and external stakeholders regarding contract administration, policies, and procedures. Resolves audit exceptions by defining causes of errors and recommending appropriate dispositions. 

  • Conducts annual/enhanced monitoring of contracts.

  • Reviews acquisition plans and other program area requested documents to determine the requirement for required contract documents.

  • Assists with training needs and conducts training. Assists with developing contract administration policies and procedures. 

  • Add contract records to CAPPS (Centralized Accounting and Payroll/Personnel System), run reports from CAPPS and provide quality assurance reviews of CAPPS records.

 

 

Minimum Qualifications:

 

Graduation from an accredited four-year college or university.

 

Four (4) years of experience in contract development or drafting.

 

Two (2) years of experience working for a State of Texas agency.

 

Experience and education may be substituted for one another.

 

Have a Certified Texas Contract Manager (CTCM) or Certified Texas Contract Developer (CTCD) certification.

 

A contract skills test may be administered to applicants considered for an interview. Testing may include reading and comprehension of a sample contract.

 

 

Preferred Qualifications:

One (1) year of experience with CAPPS financial.

 

Experience using DocuShare, DocuSign, Adobe, Microsoft or Conga Navatus Software.

Knowledge, Skills and Abilities:

Knowledge of contracting and procurement regulations, of negotiating contracts, of developing (drafting) contracts and amendments, and of policies and procedures of contract management.

 

Ability to interpret policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements; to write and edit contract requirements and specifications; to communicate effectively; and to train others.

 

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. Normal cognitive abilities including the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required. The individual must be able to work under deadlines, as a team member, and in direct contact with others.
