Description
This position performs highly sensitive quality improvement activities in support of the regional NextGen911 database and mapping functions. This is responsible work involving assistance with the coordination of the County 911 system.Responsible for the management and implementation of the Countywide Next Generation 911, Road Naming and Uniform Addressing system; maintains GIS addressing and other databases; creates or edits maps. There are full and Part-Time positions available. These positions are temporary through June 2025.
Examples of Duties
  1. Complete countywide road and address sign inventory, implemented though ArcGIS Online applications and ArcGIS Pro.
  2. Create sign inventory database based on photo evidence that was collected in the field.
  3. Consolidate sign inventory with remediated Site Address Point and Road Centerline datasets.
  4. Analyze differences between physical signs and GIS data, prioritize the severity of address discrepancies to correct critical discrepancies first.
  5. Data remediation of Master Street Address Guide (MSAG) to match remediated Road Centerline data.
  6. Utilize validation software to validate new address and road additions to meet NG9-1-1 standards upon data entry.
  7. Compare remediated GIS datasets to multiple NG911 report recommendations to ensure errors have been corrected.
  8. Contribute to PSAP data development, integration/consolidation, and NG911 implementation.
  9. Interact with individual local governments and telephone companies on database issues to ensure 911 database information is accurate and updated in a timely matter.
  10. Work with local governments to ensure that all telephone customers within the Bayfield County region have enhanced 911 service through the verification and maintenance of county/municipal street names and address ranges with all applicable phone providers.
  11. Assist county and city representatives in identifying all existing roads and addresses within their jurisdiction for the maintenance of the MSAG, 911 database, and DOT maps.
  12. Assist local government representatives to identify emergency service geographic boundaries and assign an emergency service provider number for 911 routing purposes.
  13. Process and investigate problem call reports received from Public Safety Answering Points (PSAPs) by contacting customers, coordinators or phone providers to determine and correct problems to maintain accuracy of customer records to reflect a valid 911 location.
  14. Monitor all "no record found" calls and PSAP initiated error reports to ensure that corrections are made to the MSAG, 911 databases or maps.
  15. Follow and promote policies and procedures for the Public Safety program and specifically database/GIS work.
  16. Ensure that state and national standards for NG911 are being followed.
  17. Identifies existing addresses that are found to have been incorrectly assigned, are out of sequence or a result of other discrepancies and assigns new addresses.
  18. Travel throughout Bayfield County, including remote areas, note that four-wheel drive may be needed in some areas.

Qualifications
  1. Four-year degree in Computer Science, Real Estate, Land Records, GIS, Information Management, or related field.
  2. Experience with ArcGIS and database editing.
  3. Ability to work independently.
  4. Valid Driver's License.

Physical Requirements
  1. Ability to drive a 4-wheel drive automobile.
  2. Ability to work outdoors in all types of terrain and weather conditions.
  3. May be subject to a moderate degree of danger or risk due to vehicular traffic, exposure to the elements, dust, pollen, and/or dogs. May be exposed to loud noise levels.

Supplemental Information
Knowledge, Skills, and Abilities:
  1. Use ArcGIS to issue addresses and edit database.
  2. Understand and implement the Bayfield County address system.
  3. Ability to digital maps, interpret parcel maps, parcel numbers, legal descriptions, and jurisdictional boundaries.
  4. Ability to communicate face to face with the public relative to addressing.
  5. Knowledge of Bayfield County's Land Records System NOVUS.
  6. Experience with Next Generation 9-1-1 standards and methodology preferred.
  7. Ability to lift/load posts and signs as well as install/pound posts.

Shifts and Work Hours:
Generally, the courthouse is open from 8:00am until 4:00pm, Monday through Friday. Depending upon the position, full-time employees may be scheduled either 37.5 or 40 hours per week.
Shifts for Dispatch personnel will vary, but cover 24-hours per day, 365 days per year. Applicants for these positions must be flexible. .
Insurance:
Health insurance is available to regular employees that work 26 hours per week or more. Coverage is effective upon completion of one full calendar month of employment.
Both Disability and Life Insurance are available.
A Section 125 Plan (Flexible Spending) is available.
Sick Leave:
Sick time is accumulated at the rate of eight (8) days per year for full-time employees and is pro-rated based on hours worked for employees working 50% time or more. New employees are provided with 37.5 or 40 hours upon hire (in addition to the monthly allocation), which may be used for any purpose during the first year of employment.
Vacation for full-time employees scheduled 1950 hours per year:
Upon Hire: 37.5 hours
After One (1) year: 75 hours
After Five (5) years: 112.5 hours
After Ten (10) years: 150 hours
After Fifteen (1) years: 187.5 hours
Vacation for full-time employees scheduled 2080 hours per year:
Upon Hire: 40 hours
After One (1) year: 80 hours
After Five (5) years: 120 hours
After Ten (10) years: 160 hours
After Fifteen (1) years: 200 hours
Up to five (5) days equivalent of vacation may be carried over to the next year and must be used within the first 6 months of the new year.
For employees working more than 50% time, but less than full-time, vacation time is pro-rated based upon the regular number of hours scheduled.
Holidays:
New Year's Eve, New Years Day, Memorial Day, Labor Day, Veteran's Day, Spring Holiday (Friday before Easter), Christmas Day, Thanksgiving Day, Day After Thanksgiving, Fourth of July, Christmas Eve
Retirement:
Wisconsin Retirement System (Employee and Employer each contribute).
An optional Deferred Compensation Program is available.
